Illegal discharge of sanitary sewage from 309 and 311 Brandywine Road

Dear Ms. Thompson and Mr. Combs:
On July 11, 2019, Division of Water Resources Raleigh Regional Office (RRO) was informed by
Orange County Environmental Health Services of a discharge of sanitary sewage into surface
waters from a broken sewer line behind 315 Brandywine Road in Chapel Hill, Orange County.
Cheng Zhang of RRO visited the site on the same day. It was noted that a section of exposed 4-inch
sewer line was broken (Photo 1), about 20 feet upstream the location where the line was broken, a
sewer line connection was dislodged, raw sewage was being discharged from the dislodged
connection into a stream (Photos 2 and 3), which is an unnamed tributary to East Branch Price
Creek, WS-II, HQW, NSW Waters in the Cape Fear River Basin. It is understood that this sewer
line conveys wastewater from two houses at 309 Brandywine Road (Lot 16, Ms. Thompson owns
the property) and 311 Brandywine Road (Lot 17. Mr. Combs owns the property) into a gravity
sewer main owned by Orange Water and Sewer Authority (OWASA). The discharge was
discovered by OWASA crew on June 26, 2019.
The discharge of raw sewage from said sewer line constitutes violation of NCGS 143-215.1 (a) (1)
which states the following:
