DANIEL SMITH Director The North Carolina Moulding Co ATTN: Harry Grier 808 Raleigh Road Lexington, NC 27292 NORTH CAROLINA Environmental Quality July 17, 2019 Subject : Non -Compliance Inspection Report: No Exposure Certification: NCGNE0197 North Carolina Moulding - Lexington Davidson County Dear Permit Holder: On July 10", 2019, Brandon Wise, inspector with the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy, Minerals, and Land Resources, performed an inspection of the facility located at 808 Raleigh Road in Lexington. The inspection consisted of a visual inspection of outdoor conditions to ensure the facility is still in compliance with No -Exposure conditions. This inspection was performed as part of NCDEQ's goal to inspect all permitted facilities. Please note that the No -Exposure Certification has conditions that must be met at all times to remain in compliance. During the inspection of the facility external conditions were observed that are not in compliance with the requirements of the no -exposure certification. The following issues must be addressed in order to comply with the requirements ofNCGNE0197: - A large amount of metal was being stored outdoors near the southeast corner of the facility. This metal appeared to be used and was not in good shape, this cannot be stored outdoors unless under cover. - Throughout the facility wood storage was observed outdoors not under cover. Given the nature of the industrial activity it was unknown if this wood was used in the industrial process or not. Stained, used pallets were also seen stored outdoors. Clean pallets may be stored outdoors, however used pallets need to be stored undercover or indoors. - Roll -off containers on -site, including what appeared to be industrial trash roll -offs, were not covered. Roll -offs must have a lid or be placed under some sort of cover to ensure they are not subject to stormwater. If these issues are not addressed within 60 days when a follow-up inspection will be performed than an NOV will be issued and the facility may be required to submit a Notice of Intent for a general industrial stormwater permit. While on -site some drums were observed being stored on the north side of the facility. These drums were stored under cover however they did not have any sort of secondary containment. While this alone is not grounds for non-compliance with the permit it is highly recommended to implement some sort of secondary containment as a method to prevent any spills or leaks from reaching the stormwater. oromrnm�m Din Q�� North Carolina Department of Environmental Quality I Dtvlston of Energy. Please note that a follow-up inspection of the facility will be performed within 60 days of July 22nd, 2019, if the issues are not addressed by then potential fines could be issued.
