INTRODUCTION ERM NC, Inc. (ERM) has prepared this Pre-Corrective Measures Investigation Work Plan (Work Plan) on behalf of Venator Chemicals, LLC (Venator) for their manufacturing facility located at 5910 Pharr Mill Road, Harrisburg, Cabarrus County, North Carolina (hereafter called the “Site”, “Subject Property”, or “Venator facility”). The results of the pre-corrective measures investigation and baseline risk assessment will be used to evaluate remedial alternatives to address soil and groundwater contamination at the site, including SWMU-5, if necessary. The scope of work presented in this Work Plan is based on information obtained from various sources, including: A review of current and past operational activities and waste management practices at the Site An evaluation of known potential sensitive receptors in the area Results of previous of soil, groundwater, and surface water investigations conducted at the site. Activities proposed in this Work Plan supplement the previous significant soil, groundwater and surface water assessment and monitoring activities conducted at this Site since 1985. Proposed investigation activities and methods have been developed to satisfy RCRA post-closure requirements. 2. SITE BACKGROUND INFORMATION The Venator facility is located on two contiguous parcels comprising approximately 104 acres. The property slopes from an elevation of approximately 560 feet above mean sea level (MSL) at the plant toward the Rocky River at an elevation of approximately 530 feet MSL. 2.1 Site Location The Venator facility is located at 5910 Pharr Mill Road, Harrisburg, Cabarrus County, North Carolina, approximately 2.5 miles northeast of Harrisburg. The general location of the property and the physiographic features of the surrounding area are shown on Figure 1, developed from the United States Geological Survey (USGS) 7.5-minute quadrangles for Harrisburg and Concord SE, North Carolina dated 2016. The approximate coordinates of the site are: latitude 35.333º N; longitude 80.625º W. A property layout and site map is provided as Figure 2. A Site survey dated 1993 is provided in Appendix A. 2.2 Site Ownership The facility was originally developed in 1964 by Mineral Research and Development Corporation. A summary of the ownership history of the site is provided below. The property slopes from an elevation of approximately 560 feet above mean sea level (MSL) at the plant toward the Rocky River at an elevation of approximately 530 feet MSL. The Site is zoned I-1 light industrial. Less than 10 acres are used for process related activities. Buildings occupy approximately 60,000 square feet (ft2). The facility includes office space, three warehouses, industrial and agricultural process lines, a maintenance shop/truck bay area, a product sampling laboratory, a railroad spur, a wastewater treatment facility, one active non-hazardous wastewater impoundment (SWMU-5), and a lined spill control basin (SWMU-1). Both SWMU-1 and SWMU-5 are part of the NPDES wastewater treatment system. 2.4 Land Usage and Zoning Land use in the vicinity of the Venator facility is a mix of residential, commercial, and wooded undeveloped property. According to Cabarrus County, the property is zoned I-1 for light industrial activity. Abutting properties and nearby land use include: North: North Carolina Railroad Company (NCRR) track bounds the property to the north. State Highway 49 is located beyond. East: Wooded undeveloped land and commercial facilities are located to the east of the facility across Pharr Mill Road. Adjacent properties west of Pharr Mill Road are zoned I-1 light industrial. Properties along the east side of Pharr Mill Road are zoned LI limited industrial. South: The property is bordered to the south by Rocky River. Land south of the Rocky River is zoned and developed as RL – low density residential (River Hills subdivision) West: The area to the west of the site is undeveloped wooded land and primarily zoned RDL-low density residential. The property immediately adjacent to the production area is zoned RE – rural estate. 3. SITE HISTORY 3.1 Operational History The Site has been operated as a chemical manufacturing facility since 1967. The facility manufactures specialty chemicals for the wood treating, metal finishing, and agricultural industries. The facility manufactures industrial and agricultural products at a rate of approximately 30,000 tons/year. Specific product lines include: Chromated copper arsenate (CCA) Arsenic acid Copper count “N” D-Blaze Mg, Al, Ca, Zn, and Cu nitrates Acetates Ammonia carbonates Mg chloride Processes are generally conducted in tanks as batch operations. Raw materials and finished products are transported by truck and rail. www.erm.com Version: 1.3 Project No.: 0453288 Client: Venator 8 March 2019 Page 3 Venator Pre-CMS Investigation Workplan 2019-03 .docx PRE-CORRECTIVE MEASURES INVESTIGATION WORKPLAN (REVISION 1) Venator Chemicals, LLC Facility Harrisburg, North Carolina Facility ID #NCD 048 467 427-R2 ENVIRONMENTAL SETTING 3.2 Waste Management Stormwater and process wastewaters generated from the arsenic and CCA production lines are collected for re-use in the production process. No pesticide wastewaters go into the wastewater treatment system. Other waste streams, as well as stormwater, are treated through the on-site wastewater treatment facility. Wastewater treatment consists primarily of neutralization of low pH waters and precipitation of metals. Settling of the precipitated lime sludges occurs in the non-hazardous wastewater settling impoundment (SWMU-5). Hazardous wastes currently generated at the site are boxed or drummed for off-site shipment and disposal within 90 days (EPA ID: NCD 048 467 427). Four surface impoundments (SWMU-2 through 5) have been operated at various times throughout the facility history for settling and evaporation of wastewaters. SWMU-1 has been used for spill containment and is part of the wastewater treatment system. The dates of operation of SWMUs 1 through 5 are summarized below. SWMU # Date of Usage 1 August 1972 – 1987: unlined 1 1987 – present: lined 2 January 1972 – July 1974 3 December 1967 – December 1971 4 July 1974 – January 1976 5 February 1976 - present Sludges in SWMU-1, 2, and 4 were determined to be characteristically hazardous due to the concentrations of either arsenic, lead, cadmium, or chromium. Sludges in SWMU-3 and 5 were determined to be non-hazardous. SWMU-1, 2, and 4 were closed in accordance with an EPA approved hazardous waste closure plan in 1986. SWMU-3 was also closed in a similar manner. Wastes from SWMU-1 were removed and consolidated with waste from the other SWMUs. A post-closure permit application was submitted for the RCRA required facilities and a post-closure permit (NCD 048 467 427) was issued to the facility on March 31, 1988. There are no past or current hazardous waste landfills at the Venator facility. Sludges from RCRA SWMUs 1 through 4 were chemically stabilized and rendered non-hazardous (as determined by EP toxicity testing). The stabilized wastes were consolidated in SWMU-4. SWMU-4 is underlain by slightly sandy clay with a laboratory permeability of 10-6 cm/sec. SWMU-4 was subsequently covered, capped and re-vegetated. Although the closed SWMU-4 is considered a solid waste landfill, it is not a hazardous waste landfill. Therefore, the requirements of 40 CFR 270.21 are not applicable to the facility. 3.3 Wastewater The facility maintains a NPDES permit for discharge of treated stormwater and wastewater to Rocky River – Permit #: NC0006351. 4. SWMU-5 is an active wastewater settling impoundment. Water from SWMU-5 discharges to the Rocky River via a NPDES outfall along the west property boundary. 4.3 Regional and Local Geology and Hydrogeology 4.3.1 Regional and Local Geology The Venator facility is located within the Piedmont physiographic province. Geologically, the Site lies within the Charlotte Belt consisting of mostly of metamorphosed igneous rocks, with some meta-volcanic rocks. Rocks in the Charlotte belt are about 300-500 million years old. The belt trends along a southwest- northeast axis. The Site was mapped in 1989 and identified three bedrock units on-site, including gabbro, granite, and syenite. The depth to bedrock varies across the site from 10 to 80 feet below ground surface. Bedrock is overlain by saprolite, a chemically weathered clayey soil with original bedrock structures and textures preserved. Alluvium is present in the Rocky River floodplain. Geologic maps of the Site are provided in Figure 3. 4.3.2 Regional and Local Hydrogeology There are two aquifers beneath the site. The surficial aquifer is hosted within the saprolite overlying bedrock. A sub-unit of this aquifer is the partially weathered bedrock zone (PWR) at the transition from saprolite to competent bedrock. This zone is generally coarser grained and groundwater flow is via both advective and fracture flow. As a result, the PWR zone is characterized by higher permeability than the saprolite zone and can be a preferred migration pathway for contaminants. Groundwater in the saprolite aquifer generally discharges to the nearest creek, stream, or river. The saprolite aquifer is generally not a reliable groundwater resource. Underlying the saprolite aquifer is the bedrock aquifer. Groundwater flow within the bedrock aquifer is via fracture flow. Groundwater in the bedrock aquifer generally discharges into larger streams and rivers, such as the Rocky River. This aquifer is a groundwater resource in the area. Groundwater flow in both the saprolite and bedrock aquifers is to the southwest and south terminating at the Rocky River. 4.4 Water Supply There are numerous water supply wells in the vicinity of the Site. There were five production wells on-site at one time (see Figure 3). These wells are no longer in use and two of the wells, P2 and P5, have been abandoned. The construction and status of the Site production wells are provided in Table 1. The locations of the Site production wells is shown in Figure 3. The nearest community water supply well is located 1.5 miles southwest of the site and is owned by the Town of Harrisburg. The nearest residential water supply wells are located in the River Hills subdivision across the Rocky River south of the site as shown in Figure 4. Water samples have been collected from selected residential water supply wells. The laboratory results of samples collected from these wells indicate that they have not been impacted with compounds of concern (COCs) from the Site. Based on these data, and in the context of the site conceptual model, groundwater from the site is believed to be discharging to the Rocky River and the river represents a hydraulic boundary to off-site migration of COCs from the Site. CURRENT SITE ENVIRONMENTAL CONDITIONS 6.1 Soil Quality Soil quality data coverage for the production area is shown in Figure 5. Soil analytical results are provided in Appendix B. The depth to groundwater in the process area is generally between 5 to 8 feet below ground surface. 6.2 Ground Water Quality Groundwater in both the surficial and bedrock aquifers generally flows to the south and southwest toward the Rocky River. Depth-to-groundwater gauging data are presented in Table 2 and groundwater elevation contours for the surficial aquifer are shown in Figure 6. The primary contaminants of concern include nitrate and manganese. Current groundwater analytical results are summarized in Table 3 and shown in Figures 7 through 9. 6.3 Surface Water Quality Manganese is the only Site contaminant of concern that exceeds the applicable surface water quality reference standard. However, manganese concentrations from samples collected upstream of the Site also exceed the reference standard. These data are an indication of elevated naturally occurring, or background, concentrations of manganese in the Rocky River. Surface water data are summarized in Table 3. 7. PROPOSED ASSESSMENT ACTIVITIES The purpose of this workplan is to eliminate data gaps in the hydrogeologic data and site conceptual model prior to preparing a corrective measures study for the Site. Pre-Corrective Measures Study Investigation Report 7.1 Health and Safety ERM has prepared a Health and Safety Plan (HASP) for the protection of on-site workers, the surrounding community, and the environment from site investigation activities. The HASP includes measures to control hazardous substances that may be generated from investigation-derived wastes (e.g. soil and water). 7.2 Soil and Groundwater Investigation The locations of proposed soil borings and monitor wells is shown in Figures 9A and 9B. Soil and groundwater sampling will be conducted in accordance with NCDEQ approved methods and procedures in conjunction with ERM’s Standard Operating Procedures (SOPs). Soil Sampling Soil samples will be collected from hand auger soil borings prior to advancing the borings with drilling equipment for monitor well installation. Manual digging of the top five to eight feet of soil is required as part of the subsurface clearance process for utility protection. Up to two soil samples will be collected from each boring above the water table for laboratory analysis. Sample depth intervals will be selected based on field observations including elevated PID screening results, apparent staining or other field indicators of potential impact. In the absence of field observations indicating potential impact, a shallow soil sample will be collected within the upper four feet of the boring and a deeper sample will be collected immediately above the water table. Proposed monitor well locations are shown on Figures 9A and 9B. A monitor well will be installed in each of the four access driveways in the production area where no groundwater data are currently available. Three monitor wells will be installed upgradient and sidegradient of SWMU-1 to evaluate the source and extent of impacts associated with the wastewater treatment plant, wastewater piping and SWMU-1. The seven new monitor wells will be installed as standard Type II 2-inch diameter Schedule 40 PVC wells to an approximate depth of 20 feet BGL. Actual well depth will be determined in the field based on lithology, depth to water, and subsurface conditions encountered during drilling. Soil borings for monitor well installations will be advanced using hollow stem auger drilling methods using decontaminated tooling. Wells will be completed at land surface in a protective secure manhole in a concrete pad. A North Carolina licensed drilling company will be contracted to advance soil borings and complete monitoring well installation activities under the supervision of an ERM Geologist. Monitor Well Development Upon the completion of each newly installed monitor well, ERM will allow at least 24-hours to pass before development commences. ERM proposes to manually develop the wells using a combination of surge block and dedicated bailer or submersible pump. Surveying A North Carolina certified land surveyor will survey the newly installed monitor wells. The survey will include the ground elevation at each monitor well location and top of casing (TOC) elevations. The survey will facilitate preparation of a groundwater elevation contour map, which will be used to derive accurate direction of groundwater flow and gradients. Groundwater Monitoring Following monitoring well installation and well development, groundwater elevations and samples and will be collected from the newly installed monitor wells via low stress (low flow) methods established by the USEPA and ERM SOPs. A summary of the sampling and analysis plan is provided below. Pace will provide laboratory-prepared glassware. The containers will be labeled with the site name, analyses requested, sampler’s initials, date of collection, and time of collection. This information will be transferred to the chain-of-custody (COC) to ensure proper tracking and analysis of the sample. Samples will be placed on ice immediately after collection and maintained under proper COC control throughout the handling process. Quality Assurance / Quality Control Samples Quality Assurance (QA) and Quality Control (QC) procedures will be used to ensure that technical data generated during sampling activities are accurate, complete and representative of actual field conditions. A minimum of one blind duplicate per 20 samples and at least one per sample matrix will be collected to evaluate the consistency and reliability of laboratory analytical results. Investigation Derived Waste Both solid and liquid-phase investigation derived wastes (IDW) will be generated by the field investigation team. All IDW generated during assessment activities will be placed in Department of Transportation (DOT) approved 55-gallon drums, properly labeled with contents, and stored on-site in a secure area pending results of the investigation analyses. Characterization, transportation and disposal of IDW will be conducted in general accordance with EPA Region 4’s Management of Investigation Derived Waste Operating Procedure (SESDPROC-202-R3, July 3, 2014). 7.3 Hydraulic Conductivity Testing Previous groundwater assessment activities did not include aquifer testing to estimate site hydraulic characteristics. As part of the field activities, ERM proposes to perform initial aquifer testing by the slug test method. Up to eight slug tests will be conducted at the Site following monitor well installation and sampling. The following aquifer parameters will be derived from the slug tests and updated water level data: hydraulic conductivity, transmissivity, vertical and horizontal groundwater gradients, and groundwater flow velocity. While slug testing methods provide an estimate of hydraulic conductivity for a only a limited portion of the aquifer, unlike a more comprehensive aquifer pumping test, the average results of multiple slug tests can be a cost-effective method for estimating hydraulic conductivity across an area of interest. A more comprehensive aquifer pumping test may be required in the event a more precise hydraulic conductivity value is determined to be necessary. Pressure transducers were installed in five monitoring wells in the vicinity of SWMU-5 during August 2018 and are currently recording groundwater elevations trends with respect to the bottom of sludge in SWMU- 5. A minimum of one year’s groundwater elevation data will be recorded and compared to the base of SWMU-5 to evaluate the frequency, duration and thickness of the saturation of the SWMU-5 sludge. These trends will be incorporated into the Pre-Corrective Measures Investigation report. 7.4 Baseline Risk Assessment A baseline risk assessment will be prepared using NCDEQ’s Technical Guidance for Risk-Based Environmental Remediation of Sites (March 2017). The risk assessment will evaluate potential exposure pathways under the non-residential land use for on-site industrial worker, construction/utility worker, and trespasser/recreational users, and will include quantitation of risk where pathways are complete. ERM will select, and justify, the exclusion of receptors, pathways and routes of exposure that are not likely to represent complete pathways of exposure at the site. ERM will prepare an overview of risk assessment assumptions including plausibly complete exposure pathways to be evaluated and the type, duration and magnitude of exposures to be used for the risk assessment. The risk assessment will ultimately be used to determine appropriate site-specific remedial objectives that may be required to mitigate potentially unacceptable risk. The methods and results of the risk assessment will be presented in the Pre-Corrective Measures Report. An ecological risk assessment is not proposed at this time but may be considered in the future as the conceptual site model is updated. 7.5 Pre-Corrective Measures Investigation Report Upon completion of the assessment activities, a Pre-Corrective Measures Report providing details of the results will be submitted to NCDEQ. The Report will include a discussion of field activities and results and conclusions of the investigation.
