Dear Ms. Fertenbaugh:
Cape Fear Engineering, Inc. (CFE) is requesting a new gravity sewer permit to add residential apartments and
medical offices.
Please recall that all permitted flow from the Compass Pointe subdivision is permitted under the Compass
Pointe Gravity Permit (WQ0033044). As a result there is no additional flow being requested as part of the
proposed permit modification and therefore new FTSE forms have not been provided.
Additionally, because no additional flow is being requested from the Compass Pointe Subdivision, all
previously approved downstream analysis and information remains valid and does not require updating or
revision at this time.
All flow tributary to the Compass Pointe subdivision is permitted under the gravity permit (WQ0033044). At
such time that additional flow is requested from the subdivision, the gravity permit will be modified as
required and new FTSE forms will be provided.

Compass Pointe is located in Brunswick County, North Carolina. The subdivision is just
north of Highway 74-76 and approximately one mile west from the intersection of
Highway 74-76 and Enterprise Drive. The project site is located on Compass Pointe
South Wynd NE approximately 600 feet north from the intersection with Highway 74-76.
The proposed Compass Pointe Senior Apartments and Medical Offices will include the
development of an apartment building with 100 units: 52 one -bedroom and 48 two -
bedroom. It will also include the development of a 30,000 SF Medical Offices building.
Wastewater flows from the project wilt be conveyed through a new gravity sewer system
that will connect to an existing 8" gravity sewer along Compass Pointe South Wynd NE
(WQ0037896).
From the existing gravity sewer, wastewater flows will discharge to a low pressure
system (WQ0037896) and eventually to Pump Station 41 (WQ0033044). Ultimately
wastewater flows will discharge at the Northeast Brunswick WWTF (NCO086819).
Pump Station #1 and the current offsite configuration are currently permitted for flow
from 440 residential units and an amenity center. WQ0033044 is currently in the process
of being modified to increase flows allotted to the Compass Pointe Subdivision. The
pending modification will allocate a total of 50,210 GPD to the West Tract Commercial
which will include the subject project.
The proposed gravity sewer system for the project will consist of approximately 1,160 LF
of 8-inch gravity sewer main.
The anticipated flow will be 9,670 GPD, The flow has been calculated with guidance
from 15A NCAC 02T 01 14 and from historical water usage from similar existing
apartment buildings, Each unit from the senior apartments building was allocated 40
GPD per bed. The flow from the medical offices building was determined by assuming
15 practitioners and allocating 250 GPD for each practitioner.
Consistent with the rest of the Compass Pointe project, all flow is being tracked under the
existing Pump Station '41 gravity permit (WQ0033044) which as stated above is in the
process of being modified.
Gravity Sewer System-
The gravity sewer system for the project has been sized in accordance with the
requirements set forth in -NCDENR Minimum Design Criteria for the pennitting of
Gravity Sewers".
Any additional WWTF capacity required will be requested with the modification to the
WQ0033044 permit. At such time that additional capacity is requested the downstream
permit(s) will be modified.
Brunswick Regional Water and Sewer (H2GO) will be responsible for the operation and
maintenance of the sanitary sewer system,
Compass Pointe is located in Brunswick County, North Carolina. The subdivision is just

Sorry for the confUsion. it appears that the submitted signed application does not reflect the proposed 40 gpd/br as was
intended.
With that being said due to the time constraints for a variance from PERCS we will base our flow from the 2T rules and
the apartments should be considered as rest home type rooms as you describe below (using 60 gpd/br). Please find
attached all revised documentation.
We will be sure to include permit numbers with the next summary of connections. Thanks.

Now I am confused as you used 120 gpd/br in the application and now you are proposing 40 gpd/br, |fthese are just
rest home type rooms and not true apartments with, kitchens and W/D then you can use the 60 or 120 gpd/br from 2T.
As far as getting sreduced rate even asingle, site -specific one based onwater-use records, it now takes avariance from
PERCS and they are running 60 days or so right now. I know don't shoot the messenger.
For the next summary of connections, itwould be useful toindicate the permit # associated with each.
Let me know what you want to do on the flow. Apo isstill innnyqueue with 10-12projects ahead ofitbefore itpulls out

The goal of the Fast Track sewer permit program is to issue a permit in no more than 30 business days from receipt ofacomplete application and if
noadditional information has tobcrequested upon full review. Please use the Department's Permit Application Tracker todetermine the official
application receipt date to allow you to estimate a date for issuance and find the reviewer's name. Once issued, the record stays anthe site for so
days.
For previously issued sewer permit info or to check on sewer certification receipt status, please use the Division's Sewer Extension Permit
Tracker. Using the Issue Date on top of the Engineer Certification Form is best way to ensure getting what you want especially for multi -version
permits; using today'sdate only gives info onthe latest permit version.

In regards to your comments below we have attached a revised narrative that shows an up-to-dateaccounting report of
all active and permitted connections in Compass Pointe as of June 21. Also attached is historical water usage of two
similar apartment buildings that were used in order to calculate our sewer and water demands. This should justify our

| noticed a flow calculation error for the 1-BR units, supposed to be 140 gpd for each; 70 with 2,
bedroom minimum flow per the approved flow reduction. This will affect the accounting of flow usage
Also, I need the up-to-date accounting report as required by the May 8 1h issuance of WQ0033044. That
app had a connection report as of March 4 but didn't have the flows assigned for the starting balance &
usage and the permit didn't have info onthe 2pending permits from PERCS.
