On 24 April 1993, you requested a 401 Water Quality
Certification from the Division of Environmental Management for
your project (clay mining for a swine lagoon) located at SR. 1949
in Duplin County. We wrote to you on 28 June 1991 discussing
concerns that we have regarding the design of the project and
placing it on hold until those concerns are addressed. As of
today,, we have not received a response to our earlier letter.
Unless we receive a written response from you by 14 December
1993, we will consider that you have withdrawn this application
and are not interested in pursuing the project at this time.

On 28 June 1993, I received an application of 401
Certification to mine clay for lining of a swine lagoon on your
property. Your application was not complete since it did not
list the number of acres of wetlands that you plan to disturb
with your proposed mine. Also a map which shows where the
wetlands are on your property will allow us to determine whether
a site visit the is needed.
Please send the acreage and map as soon as is convenient.
Until the additional information is received, we will not be able
