Corey Basinger, Regional Supervisor Water Quality Operations Section Division of Water Resources Mooresville Regional Office Re: Notice of Violation & hitent to Assess Civil Penalty Tracking Number: NOV-2019-LV-0292 Long Creek WWTP Stanly County Dear Mr. Basinger, On behalf of The City of Albemarle, I would like to thank you and the staff of the Mooresville Regional Office for the opportunity to provide additional 'information for the NOV dated April 23, 2019, listed above. Over the winter of 2018-2019 Albemarle and the surrounding areas have had extreme amounts of rainfall. The City of Albemarle Long Creek W WTP has certainly felt the effects of this as well. These heavy rains, and inflow & infiltration associated with these events have been detrimental to the treatment process. We, here at the treatment plant, make numerous process changes to the operation during said events. These changes include, putting the entire plant into operation, reducing aeration, and flow equalization. These changes do produce positive, yet limited results. Ultimately, MLSS concentrations have been "washed out", despite our adjustments. This has resulted in NI13 concentrations that have exceeded our NPDES permit limits. The results of this have been limited. We are currently still feeding the coagulant to aid settleability at each clarifier. To date 5-10-19, we have seen a drastic amount in Chlorine demand entering the Chlorine contact basin (indicating a high presence of Nitrites). This is a step in the right direction.
