The Division of Water Resources (DWR) hereby transmits for your records a copy of the signed Special Order by Consent
(SOC or the Order) approved by the Environmental Management Commission (EMC).
The terms and conditions of the Order are now in full effect, including those requiring submittal of written notice of
compliance or non-compliance with any SOC schedule date. To cover water -quality maintenance costs, SOC fees have
been revised to include a $250.00 annual fee, pursuant to North Carolina General Statute 143-215.3D.
