Partnership Bio Report Page Two Site Description The applicants have entered into an agreement to purchase a 10.3 acre tract of land off US 158 and West Eight Street in Kill Devil Hills, NC. The property is currently owned by Lowes Company, Inc. of North Wilkesboro, NC. Approximately 1/2 of the property is within the 1200 ft. boundary of the Fresh Pond Public Water Supply AEC. Two retail stores (a small restaurant and a T-shirt store) are currently located on the US 158 road frontage. This area has been cleared while the remainder of the property represents a forest habitat in a developed area. The majority of the tract is vegetated by a mixed loblolly pine Pin taeda) and live oak ( uercu vir iniana) forest. Other plant species occurring with some frequency are: red maple (Am rubrurn), wax myrtle (Myrica eri f ,red bay (Persea ni , greenbriar (Smilax ?), broomsedge (Andro 0 on spy), along with various herbaceous species. On a February 2, 1993 field investigation two low areas with a high water table were observed in the wooden interior. The Grass Courses Ltd. Partnership and R. C. Willis Construction propose to convert the 10 acre tract into a "Family Entertainment Park" for the general public. The park will include a 36 hole natural grass miniature golf course, waterslide tubes and an outdoor batting stadium. The main 27,000 sq. ft., two story building facing West Eighth Street will house an arcade and food service facilities. A 2500 sq. ft. maintenance building will be located in the northwest corner of the property. The 260 space asphalt parking lot will occupy the western 113 of the property. The batting stadium and waterslide will be located behind the main building in the middle of the property. The miniature golf course and stormwater retention pond will occupy the eastern portion of the property. Sewage disposal will be handled by an onsite septic tank and low pressure pipe drainfield placed under the natural grass miniature golf course. A soil erosion and sedimentation control plan will be approved by the Town of Kill Devil Hills. All disturbed areas will be stabilized within thirty days after the land disturbing activity. The stormwater runoff from impervious surfaces will be collected by the stormwater management system and directed to the stormwater retention pond near US 158. Anticipated Impacts No development is proposed within the 500 ft. boundary of the Fresh Pond AEC. Within the 1200 ft. boundary, the maintenance building, asphalt parking area, batting stadium, and main building are proposed. This will amount to approximately 3 acres of impervious surface within the AEC. The stormwater management system proposes to direct runoff from these areas out of the AEC to the retention pond near US 158. All sewage treatment will be located out of the AEC under the proposed grass course. With these systems located out of the AEC, they should have no significant impacts to the Fresh Pond Water Supply. In all approximately 9.5 acres of the 10.3 acre tract will undergo land disturbing activities. The project will eliminate the forest habitat and convert another "natural" tract into a commercial development. The Grass Courses Ltd.
