Upon review of your request for Water Quality Certification
to place fill material- in 0.80 acres of wetlands or waters which
are tributary to Cabin Branch for sewer line installation located
at the Treyburn development in Durham County, we have determined
that the proposed fill can be covered by General Water Quality
Certification No. 2664 issued January 21, 1992. A copy of the
General Certification is attached. This Certification may be -
used in qualifying for coverage under Corps of Engineers'
Nationwide Permit No. 12.

This letter is to confirm the findings from a 17 November 1992 on-site inspection of a sewer-
line corridor off Snow Hill Road (SR 1631) in Durham County, North Carolina. The project area is a
corridor of approximately 1200 feet along the property boundary between land owned by the City of
Durham and the U.S. Army Corp of Engineers (COE). The purpose of this field inspection was to
determine the nature and extent of wetlands regulated by the COE under Section 404 of the Clean
Water Act.
During the on-site visit, wetland sites along the corridor were delineated using the Corps'
"routine on-site determination method" of wetland delineation (see enclosed data forms). This method
evaluates three parameters: soils, vegetation, and hydrology. The presence or absence of hydric
qualities associated with each parameter is used to make a decision. Generally, all parameters must
exhibit hydric characteristics before an area is deemed wetland. Further information on the necessary
requirements needed for wetland confirmation can be found in the Corps of Engineers Wetlands
Delineation Manual.
The soil survey for Durham County indicates wetland (or hydric) soils cover most of the project
corridor visited. Most of the area of interest is underlain with the hydric soil series of Chewacla.
Pinkston fine sandy loam, a non-hydric soil, is found along the western edge of the corridor at the
northern end of the project area. Chewacla soils are typically found within alluvial floodplains of the
Piedmont. Most Chewacla soils are poorly drained and frequently flooded for brief periods.
There are two upland sections in the corridor, one at each end of the project area (see attached
figure). These areas lacked all or some of the parameters necessary for a wetland determination. The
wetland soils between these two upland areas exhibited colors with low chroma values and some
mottling. Soils with low chromas and mottling are characteristic of seasonally or temporarily flooded
wetlands.
Vegetation of the wetland is characteristic of a Piedmont alluvial forest. Dominant canopy
species include red maple (Acer rubrum) and sweetgum (Liguidambar stvraciflua). Lesser amounts of
willow oak (O.uercus hp ellos), American elm (Ulmus americana), ironwood (Carpinus caroliniana), and
tulip popular (Liriodendron tulipifera) are found in the floodplain outside the project area. There are
relatively few shrubs and dense herbs, except along the wetland edge and on high areas within the
floodplain. Common shrubs include red maple, arrow-wood (Viburnum dentatum), and swamp rose
(Rosa palustris) in open areas. Herbaceous species include Nepal microstegium (Eulalia viminea),
woodland oats (Chasmanthium laxum), and witchgrass (Dichanthelium dichotomum). Greenbriers
(Smilax spp.) occur in the floodplain and become more common along wetland edges.

Vegetation of the upland areas is dominated by northern red oak (Quercus rubra) and white oak
(Q. alba) with lesser amounts of American beech (Fagus grandifolia). Herbaceous species more
common in upland areas include Japanese honeysuckle (Lonicera japonica) and Virginia heartleaf
(Asarum vir4inicum).
Hydrological status is sometimes a difficult parameter to evaluate, especially from a single visit.
Pooled water and signs of surface water were observed during the visit on 17 November 1992. The
soil was saturated close to the surface for much of the wetland. Shallow pools of standing water were
located in low depressions. The presence of sediment deposits and dark stained leaves indicate that
other areas had been inundated in the recent past. Oxidized rhizospheres (discolorization in the root
zone), which are an indicator of plants that have been exposed to prolonged anaerobic conditions, were
also noted.
The corridor contained approximately 650 feet of wetland within the 1200 feet corridor. A
rough draft map of the area with the uplands shaded black has been enclosed. There are four
numbered flags (with red-and-white, candystriped survey tape) delineating the wetland area shown on
the map. Flags number 01 and 02 mark the northern boundary, and flags 03 and 04 mark the
southern wetland boundary. Data forms representative of the area are also enclosed.

Dear Mr. Sanford:
Reference your application of February 8, 1993, for Department of the Army
authorization to discharge fill material within approximately 0.8 acre of
waters of the United States, and wetlands adjacent to Cabin Branch, for
backfill and bedding related to construction of a sanitary sewer gravity
outfall and sanitary sewer force main, east of S.R. 1631 (Snowhill Road),
north of Durham, Durham County, North Carolina. An interim pump station will
be constructed on adjacent high ground.
For the purposes of the U.S. Army Corps of Engineers' Regulatory Program,
Title 33, Code of Federal Regulations (CFR), Part 330.6, published in the
Federal Register on November 22, 1991, lists nationwide permits (NWP).
Authorization, pursuant to Section 404 of the Clean Water Act, was provided
for the discharge of material for backfill or bedding for utility lines,
including outfall and intake structures, provided there is no change in
pre-construction contours.
Your work is authorized by this NWP provided it is accomplished in strict
accordance with the enclosed conditions. This NWP does not relieve you of the
responsibility to obtain any required State or local approval. You should
contact Mr. John Dorney of the North Carolina Division of Environmental
Management at (919) 733-1786 regarding a State Water Quality Certification.
This verification will be valid for 2 years from the date of this letter
unless the NWP authorization is modified, reissued, or revoked. Also, this
verification will remain valid for the 2 years if, during that period, the NWP
authorization is reissued without modification or the activity complies with
any subsequent modification of the NWP authorization. If during the 2 years,
the NWP authorization expires or is suspended or revoked, or is modified, such
that the activity would no longer comply with the terms and conditions of the
NWP,.activities which have commenced (i.e., are under construction) or are
under contract to commence in reliance upon the NWP will remain authorized
provided the activity is completed within 12 months of the data of the NWF's
expiration, modification or revocation, unless discretionary authority has
been exercised on a case-by-case basis to modify, suspend, or revoke the
authorization.
