LANJti Re: Proposed Replacement of Two 1.098 Mile Sections of Existing Natural Gas Pipeline in Davidson County Proposed Pipeline Replacements and Bank Stabilization Work at Streams in Davidson, Forsyth and Guilford Counties Dear Mr. Thomas: Transcontinental Gas Pipe Line Corporation (Transco) is proposing to replace two adjacent 1.098 mile sections of existing natural gas pipeline in Davidson County (see attached location map). The replacement is necessary to comply with current Department of Transportation regulations which require thicker-wall pipe to be installed in densely populated areas. Recent development within the subdivisions adjacent to Transco's right-of-way has necessitated the replacement. The banks of one stream within the replacement section, located at Mile Post 1340.89, will be stabilized with rip-rap following installation of the new pipelines. A rock-filled gabion will also be installed downstream of the crossing to prevent future down- cutting of the bed. The location of this stream, along with all construction and stabilization details and specifications, is shown on attached Drawing No. 26-09-50/CE-3A-001 (in four sheets). In addition to the replacement, six (6) stream crossings have been identified in which sections of pipe have been exposed by erosion. Transco is proposing to replace the existing exposed pipe at three of these locations. At the other three locations, gabions will be installed downstream of the exposed pipe sections. The resulting upstream deposition of sediments will cover the exposed pipe without having to install replacement sections at these locations. At all locations, bank and/or stream bed stabilization with rip-rap is proposed. Transco retained the services of a consultant to accompany its engineering survey crew to determine if any wetlands were present within the 1.098 mile replacement sections or at any of the six locations of proposed pipe lowering and stream bank stabilization. As indicated in the attached December 18, 1992 letter report from Michael A. Johns of FB & D Technologies, Inc., wetlands were identified at four (4) locations. These locations are: 1) within the 1.098 replacement sections at M.P. 1340.18; 2) at the areas of erosion stabilization at M.P. 1351.09, 1351.81 and 1354.28. The wetland at M. P. 1340.18 is isolated and associated with a small area of hydric soils and hydrophitic vegetation. The other three wetlands were very narrow and confined to the area immediately adjacent to the small streams. As shown on the attached drawings, none of the stabilization activities exceed 500' in length. The amount of fill to be placed below the ordinary high water line does not exceed an.-average of one cubic yard per running foot at any work location. Based on this, we believe the activity could be authorized by Nationwide Permit 13, "Bank Stabilization". The replacement of the two pipeline sections is a very routine project and should be authorized under the Nationwide permit 3, "Maintenance". I spoke with Mr. John Dorney, DEM - Water Quality Section, this afternoon regarding the project. According to Mr. Dorney, Section 401 certification has been issued for projects authorized under Nationwide permit 13 where the length of the bank stabilization does not exceed 500 feet. I will, however, be sending copies of the project drawings to Mr. Dorney for his further review and confirmation of Section 401 certification. December 18, 1992 FB&D Technologies, Inc. conducted wetlands investigations on Transcontinental Gas Pipe Line Corporations' (TRANSCO) mainline in association with the maintenance and replacement project between Station 150 and Station 160 in Davidson, Forsyth, and Guilford Counties, North Carolina during October 12-16, 1992. Sites within the replacement section of the 30" M/L "A" and 36" M/L "B" between Station M.P. iaao.ia 150 and Station 160 include a wetland site at approximately 4939+36 and a creek crossing at approximately station 4976+38 both in Davidson County, North Carolina. Based on this investigation, the wetland site was not associated with a creek but was a small area of hydric soils and hydrophitic vegetation. The hydrology of the area included saturated soils. The second area is an acutely incised creek channel at the bottom of two steep inclines with no associated wetlands. Soils were not hydric up to and including the top of the stream bank based on a field analysis using Munsell Soil Color Charts and the Hydric Soils of the United States. Vegetation on top and to either side of the bank was common Bermuda C nodon dactylon) and mixed grasses. Hydrology of the area was associated with the creek and was contained in the incised streambed. Based on this investigation, this incised channel was designated a Waters of the U. S. The second site is at station 5009+03 in Forsyth County, North Carolina and; is an incised creek channel known as Mary Reich Creek with no associated wetlands. Soils were not hydric up to and including the top of the stream bank based on a field analysis using Munsell Soil Color Charts. Vegetation on top and to either side of the bank was predominantly common bermuda and mixed grasses. Hydrology of the area was associated with the creek and was contained in the incised streambed. Based on this investigation, this site was designated a Waters of the U. S. The third site is at station 5339+70 in Forsyth County, North Carolina and is an unnamed, incised creek channel and has no associated wetlands. Soils were not hydric up to and including the top of the stream bank based on a field analysis using Munsell Soil Color Charts. Vegetation on top and to either side of the bank was predominantly common bermudagrass and other mixed grasses. Hydrology of the area was associated with the creek and was contained in the incised streambed. Based on this investigation, this creek was A Ford Bacon & Davis Company designated a Waters of the U. S. The fourth site investigated is at station 5487+8 in Guilford County, North Carolina and is an unnamed, incised creek channel with no associated wetlands. Soils were not hydric up to and including the top of the stream bank based on a field analysis using Munsell Soil Color Charts. Vegetation on top and to either side of the bank was common bermudagrass and other mixed grasses. Hydrology of the area was associated with the creek and was contained in the incised streambed. Based on this investigation, the tributary to Sills Creek was designated a Waters of the U. S. (7u.i Ford The fifth site is at station 5514+46 in County, North Carolina and is an incised M.P. 1351.08 creek channel with associated wetlands and is a tributary to Reedy Creek Soils outside but adjacent to the creek were hydric based on a field analysis using Munsell Soil Color Charts. Vegetation within this area was hydrophytic and included Sedges, Smartweed, Willows, Daisy Fleabane, and mixed grasses. Hydrology of the area was associated with the creek and an adjacent area which included saturated soils outside the incised streambed. Based on this investigation, this creek was designated a Waters of the U. S with associated wetlands. The sixth site investigated is at station 5553+37 in Guilford County, North Carolina and is M.F. 1351.81 known as Beaver Creek is an incised channel with associated wetlands. Soils were hydric adjacent to the stream bank based on a field analysis using Munsell Soil Color Charts. Vegetation on top and to either side of the bank included typical hydrophytic vegetation and mixed grasses. Hydrology of the area was associated with the creek and an area of saturated soils adjacent to the incised streambed. Based on this investigation, Beaver Creek was designated a Waters of the U. S with associated wetlands. The seventh site is at station 5683+06 in Guilford County, North Carolina and is an M.F. 1354.28 unnamed, incised creek channel with associated wetlands. Soils were hydric adjacent to the stream bank based on a field analysis using Munsell Soil Color Charts. Vegetation on top and to either side of the bank included typical hydrophytic vegetation and mixed grasses. Hydrology of the area was associated with the creek and an area of saturated soils adjacent to the incised streambed. Based on this investigation, this creek was designated a Waters of the U.
