FIELD INVESTIGATION REPORT: NEUSE YACHT RACING ASSOC. PAGE #2 9. NARRATIVE DESCRIPTION: Neuse Yacht Racing Association is proposing to place a piling in the Neuse River to serve as a turning marker for sail. boat races and other related events. According to the applicant a piling was in place at this location since 1979 until an ice storm in 1989 knocked it over and a storm in 1990 blew it away. The piling as proposed appears to be in the designated marked channel of the Neuse River. Water depths at the project site would be approximately -13' deep at Normal Water Level (NWL). The proposed piling can be better described as being located on the south side of the Neuse River, between Havelock and New Bern, at latitude 76 degrees 55 minutes 23 seconds; longitude 34 degrees 58 minutes 47 seconds, or a loran reading of 27188.7/39808.8. Directly across the river, an existing piling has previously been placed in the water which serves as a north "mark". Waters at the project site are classified as 'SB' and Nutrient Sensitive Waters by the Department of Environment Management and are closed to shellfishing. 10. ANTICIPATED IMPACTS: The project as proposed will result in the placement of a piling in what appears to be a designated marked channel of the Neuse River. The piling would be approximately 10" in diameter and would be located in approx. -13' of water depth. The piling would extend above the plane of the NWL for a distance of approximately 12'. Minimal bottom disturbance would be expected from the installation of the piling. Because of its apparent location, the piling may pose a navigational hazard. A sign measuring 2' x 2' with the letter 'S' would be placed on the piling. It is not known whether this sign design is consistent with State or Federal uniform marking systems. PREPARED BY: C. O. For the purposes of the U.S. Army Corps of Engineers' Regulatory Program, Title 33, Code of Federal Regulations (CFR), Part 330.6, published in the Federal Register on November 22, 1991, lists nationwide permits (NWP). Authorization, pursuant to Section 10 of the Rivers and Harbors Act of 1899, was provided for the placement of aids to navigation and regulatory markers which are approved by and installed in accordance with requirements of the U.S. Coast Guard. Your work is authorized by this NWP provided it is accomplished in strict accordance with the enclosed conditions and provided you receive, if your work is sited in the coastal area, a consistency determination from Mr. Steve Benton, telephone (919) 733-2293, of the North Carolina Division of Coastal Management (NCDCM). This NWP does not relieve you of the responsibility to obtain other required State or local approval. . This verification will be valid for two years from the date of this letter unless the nationwide authorization is modified, reissued or revoked. Also, this verification will remain valid for the 2 years if, during that period, the NWP authorization is reissued without modification or the activity complies with any subsequent modification of the NWP authorization.
