The northern extent is boarded by Bethabara Road and the southern extent consists of undeveloped forested areas. The general land use in the vicinity consists of residential and commercial uses. 4b. Explain the purpose of the proposed project:* The purpose of the project is to realign Tributary 2 south, away from the failing road embankment, utilizing natural channel design techniques to enhance approximately 409 If of the existing 423 If channel. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Relocating the channel away from the road will provide the space needed to reconstruct the road embankment and provide the necessary reinforcement to prevent failure in the future. This alternative proposes a constructed riffle with a log sill for grade control at the outfall of the existing CMP at Hickory Glen Road. Rip rip will be placed and keyed in around the culvert and along the left bank for the length of the constructed riffle, but above the OHWM, resulting in no impact. There are also four double drop rock vanes located throughout the relocated channel and a rock step pool structure is also proposed to step the channel grade down to Monarcas Creek. Finally, a log sill will be installed on the left bank of Monarcas Creek to stabilize the bank to protect the confluence of Tributary 2. The log sill on the left bank of Monarcas Creek Will not be greater than one cubic yard per running foot belowthe OHWM. A rip rap toe will be installed along the length of the repaired road embankment. This rip rap will be outside the OHWM of the creek and will not result in impacts to Jurisdictional Waters. An existing sewer line is located south (or parallel to the left bank) of existing Tributary 2. A portion of the sewer line will be relocated further south, creating the space needed to relocate the channel away from the failing road embankment. The sewer relocation will necessitate a sewer crossing across Tributary 2 that will occur within the same footprint of the constructed riffle, just downstream of the existing CMP outfall at Hickory Glen Road. E. Impact Justification and Mitigation 1. Avoidance and Minimization Ia. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Alternatives Analysis A no -build alternative was considered, but was deemed impracticable. To not fix the failing road embankment could result in serious injury to vehicular travelers. Therefore, a build option is necessary. Two build options were considered and are discussed below. Alternative 1 The first alternative considered was to construct a tiered, gabian wall along the entire south side of Bethabara Road to create a road shoulder. The gabian wall would extend to the toe of slope and would effectively be the right bank of Tributary 2. The bed and banks would not be altered and this alternative would not result in any permanent loss of waters of the US; however, the channel would not receive the beneficial enhancement activities for aquatic uplift that the chosen alternative proposes. Moreover, this option is cost prohibitive as the estimated costs of installing the gabian wall exceed that of the estimated total costs to realign the channel using natural channel design techniques, to relocate the sewer, and to rebuild the road embankment. Therefore, this alternative was eliminated from further consideration. Alternative 2 (Preferred Alternative) The preferred alternative proposes to relocate the existing channel to the south, away from the failing road embankment (Figures 6 and 7). Proper sediment and erosion control measures Will be used to minimize disturbances to downstream waters. A pump around will be utilized to ensure that all work is conducted in the dry.
