Andy Oxy Co., Inc. has reviewed the provided Draft NPDES Stormwater Permit (Individual Permit No.
NCS000586). Based on our review of the Draft Permit, Andy Oxy Co., Inc. offers the following comments:
The permittee/company name should be corrected to Andy Oxy Co., Inc. on the cover page (two
locations) and in the Facility Location Map (Part I, Section C) title block.
The Facility Location Map depicts the wrong location.
Request removal of hardness (Parameter Code 900) from stormwater sample analytical monitoring
requirements (Section B, Table 1). EPA's Industrial Stormwater Monitoring and Sampling Guide
indicates hardness analysis is typically required for Subsector G-2 facilities (ore/mine sites) and is
typically used for evaluating hardness -dependent metals against benchmark concentrations.
Analysis of metals is not warranted/included in the monitoring requirements for the Andy Oxy site,
and hardness does not have a benchmark value.
