Upon review of your request for 401 Water Quality
Certification to place fill material in 0.81 acres of wetlands or
waters which are tributary to Buckhead Creek for sewer lines and
road crossings located at -SR 1137 and SR 1003 in Cumberland
County as described in your submittal dated 19 March 1993, we
have determined that the proposed fill can be covered by General
Water Quality Certification Nos. 2664 and.2671 issued January 21;
1992. Copies of the General Certifications are attached. These
Certifications may be used in qualifying for coverage under
Corps of Engineers' Nationwide Permit Nos. 12 and 26.

Dear Messers. McLendon and Dorney:
The purpose of this letter is to request Nationwide Permits (Nos.
12 and 26) and appropriate 401 Water Quality Certifications for
the placement of fill material on the project known as Buckhead
Farm, near Hope Mills, N.C. Mr`. McLendon, (Corps) has already
visited the site. The attached plans show the locations of
Wetlands and Waters of the U.S. as approved by the Corps on the
property utilizing the 1987 manual, proposed "fill" sites and the
areas of Wetlands and Waters of the U.S.'to be impacted at each
fill site.
A considerable amount of thoughtand ground truthing has gone into
developing this layout and we feel impacts have been minimized as
much as possible. The sewer line has been kept as close to the
toe of slope as possible without causing for excessively deep
lines. In fact the existing line we must connect to controls our
grade. The major wetland area has been crossed perpendicular to
the floodplain of Buckhead Creek to minimize impacts while
allowing service to the-entire-tract.
Fill will also be required in less than 1/3 acre of Waters of the
U.S. on-site for the 3 road crossings shown on Bridle Street on
the enclosed plan.
It will be necessary,,to fill approximately 6800ft2 jurisdictional
Waters of the U.S. above headwaters for placement of the propose
Road. The waters to be filled are contained within headslopes
bounded by uplands.
Please call if you have questions or require further information.
We realize that our client is not required to notify you forfills
less than 1/3 'acre above headwaters but we have chosen to do so
for the record and as a professional courtesy.
