HomeMy WebLinkAboutNC0000361_Permission to discharge up to 100 lbs/day_20190711 i,..,k-z , ROY COOPER 1 �; Governor '; � 1 `� S MICHAEL S.REGAN ..w .;= Secretary LINDA CULPEPPER NORTH CAROLINA Director Environmental Quality July 11, 2019 Jeffrey Ferguson Sibelco NA, Crystal Facility 136 Crystal Drive Spruce Pine, North Carolina 28777 Subject: Trial Flotation Process Permit NC0000361 Schoolhouse Facility Avery County Dear Mr. Ferguson; On April 17, 2019, Sibelco North America requested permission to discharge up to 100 lbs/day of potassium chloride (KCl) for up to 20 days for research purposes involving the flotation processes at their Schoolhouse Facility, NPDES permit number NC0000361. Based on the facility's average recorded flow,the effluent discharge concentrations for potassium and chloride are each estimated to be less than 5 mg/L.The Division hereby allows the trial process under the following monitoring conditions: • Composite sampling shall be conducted weekly at permitted effluent Outfall 001 and at an internal outfall after all treatment units but prior to the Effluent Lagoon/Pond. • The weekly sampling shall begin one-month prior to the trial addition of KCI, continue during the month of the trial and for one month after the trial. • Parameters to be sampled at both sampling locations shall be: Total Fluoride, Total Suspended Solids,Total Potassium, and Chlorides. Fluoride,TSS, and Chlorides shall use the same measurement units and parameter codes as currently reported on the DMRs. Total Potassium shall be measured in mg/L and reported using parameter code 00937. • All results from Outfall 001 will be reported on the DMR.All results from the internal outfall will be considered "Process Control" and retained by the facility and submitted to the Division upon request. • The Asheville Regional Office,Water Quality Regional Operations shall be notified at least two business days prior to the commencement of the sampling protocol outlined above to allow for inspection if deemed necessary.
