I don't see the need to make any adjustments to the permit's component list until we've issued an AtC and received an Engineer's Certification to add it permanently. Due to some changes in operations at the plant as described and defined in the report from Tom Tharrington dated April 4, 2019, it was recommended that the chlorine feed rate be increased in an effort to reduce the risk of failure to meet fecal coliform permit limits. The plant has instituted this increased feed rate and has experienced some negative repercussions of this operational modification. The plant effluent in response to this increase in chlorine feed rate has experienced issues with maintaining pH level with the permit limitations, on the low end. We would like to propose the installation of a temporary pH control system that would consist of chemical feed metering pump and sodium hydroxide drum or tote that will allow for the addition to elevate the pH as needed to meet permit limits. We will incorporate this into the upcoming design package as a permanent solution, but this will allow for us to go ahead and incorporate this into current plant operations. What would be required from us for this to be incorporated as soon as possible. Please let us know what this submittal package should include, look forward to hearing back form you on this.
