Upon review of your request for 401 Water Quality Certification to place fill material in
waters which are tributary to Linville River for upgrade canoe access area located at SR 1223
in Burke County, as described in your submittal dated 19 May 1993, we have determined that
the proposed fill can be covered by General Water Quality Certification No. 2733 issued
January 21, 1992. A copy of the General Certification is attached. This Certification may be
used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 18.

SUBJECT: Application for Nationwide Permit 18 to upgrade a canoe
access area on the Linville River below Bridgewater dam
(Lake James), Burke County
The North Carolina Wildlife Resources Commission (NCWRC) is
requesting a 404 permit from the U.S. Army Corps of Engineers for
the above referenced project. By copy of this memorandum we are
applying to the North Carolina Division of Environmental
Management, Water Quality Section, for 401 certification. Also,
I hereby request a determination on the need to contact the U.S.
Fish and Wildlife Service regarding the presence of any Federally
listed threatened or endangered species in the area, or the State
Historic Preservation Officer regarding the presence of historic
properties in the area.
The project consists of upgrading a canoe access area on the
Linville River below Bridgewater dam (Lake James) in Burke
County. The existing access point consists of a series of steps
constructed with cross-ties and filled with soil and gravel. The
lower-most steps have washed out due to a drainage problem, which
has been corrected. Specifically, we plan to extend the steps
into the river so that canoeists can safely launch at all flow
levels. The steps will extend waterward approximately 6' from
the ordinary high water elevation. They will be 16' wide and
filled with riprap and gravel. Total fill will be less than 0.01
acre, and less than 8 cubic yards.
