NARRATIVE DESCRIPTION: The applicant, Bogue Banks Water Corporation, proposes to install a 6" PVC discharge line from their water treatment plant on Coast Guard Road in Emerald Isle to Bogue Sound at a position on the west side of Hwy. 58 and the right-of-way of the Cameron Langston bridge causeway in Carteret County, NC. The applicant is in the process of obtaining the necessary easements from the North Carolina Department of Transportation (DOT) to locate some 27001n. ft. of pipeline and a head-wall within the right-of-way. The pipeline will be installed in a typical 3' wide trench excavated by a backhoe. Once the pipeline has been installed, the disturbed areas will be stabilized and reseeded. As the detailed drawings indicate, the causeway pipeline will turn west at Station 31 + 50 and 80' to the landward side of an existing fringe of saltmarsh dominated by Black needlerush and cordgrass. The marsh fringe is about 15' wide and is backed with a 20' border of saltbushes. In order to stabilize the point of discharge, the water company proposes to construct a concrete. head-wall with a splash apron of riprap measuring 3' x 3'. The details of the head-wall and riprap indicate that all construction will take place landward of the existing marsh. The applicant has calculated a maximum waste discharge flow of 105,890 gallons per 24-hour day, and, that computes to approximately 73 gallons per minute. The surface waters of Bogue Sound, at this location, are classified as Outstanding Resource Waters (ORWs). In addition, the surface waters are designated 'SA' and are open to the harvesting of shellfish. 10. ANTICIPATED IMPACTS: The proposed project will create little to no direct impact on coastal resources at the site. The riprap apron should provide ample splash protection for the discharge water so that gully wash and erosion will not occur to the fringe of coastal wetlands. PREPARED BY: JAMES L.
