NARRATIVE DESCRIPTION: The project site is a 6 acre tract of land located on the White Oak River and the north side of Highway 24, at 441 Cedar Point Boulevard, in the Town of Cedar Point, Carteret County, NC. The rectangular piece of property measures roughly 400' wide x 700' long. Current elevations average 2.8' above MSL. The west side of the property is bordered by a man-made basin and canal belonging to the adjacent development known as Dolphin Bay Estates. Like the west side, the north side of the property is bordered with a 10-30' wide fringe of marsh vegetation dominated by cordgrass. A long drainage ditch line with saltmarsh cordgrass characterizes the east side. Tidal influence in the ditch extends south to the existing pond. The tidal pond measures about 200' long x 80' wide and is fringed with coastal wetlands and '404' vegetation as illustrated on the workplat drawing. The south side of the property closest to Highway 24 was developed for commercial use about 6 years ago. Fill material was imported and a metal building measuring 120' x 50' was constructed. The building and the other physical features of the former Cedar Point Recreational Vehicles Sales and Service Center remain on the site today. The property is zoned B1 along the highway for commercial use while the focus of the proposed project is zoned MC4 (Mobile Home and Campground). The intended use of the project site is a commercial campground, however, specific plans are not provided at this time. It is understood by the applicant that, should a CAMA permit be issued for the proposed fill, that the permit would have to be modified and reevaluated based on specific campground needs. The applicant, The Stanley Corporation, proposes to bulkhead and fill approximately 4 acres of highground property. The upper limits of the federal wetlands have been delineated by the Corps of Engineers. Installation of the proposed 1,400 In. ft. of concrete bulkhead will be accomplished landward of the surveyed wetlands line as demonstrated on the workplat drawings. Concrete pilings measuring 12" x 12" will be stacked 3 high and placed end for end along the proposed alignment. Filter fabric will be used as a underlayment to the structure. The horizonal pilings will be anchored to a series of vertical piles. The 3' tall bulkhead will be backfilled with sandy material imported to the site. The overall upland area to be filled measures approximately 300' wide x 600' long. Detailed drawings of the bulkhead and backfill show a finished grade and slope away from the bulkhead towards the interior and the temporary sediment basin that may allow discharge into the tidal pond. The applicant has installed 2 concrete monuments on the property. They will act as control points for locating the proposed bulkhead alignment before, during and after construction. The location of the monuments also appears on the workplat drawings. 10. ANTICIPATED IMPACTS: The proposed bulkhead and fill project will elevate approximately 4 acres of highground property from its current elevation of 2.8' to 5.8' above MSL. The 2 concrete control monuments along the centerline of the property will help ensure that the bulkhead will be constructed on the proper alignment that is landward of all coastal and '404' wetlands vegetation. As indicated by the plans, the surface of the fill material will be seeded and stabilized with vegetation. The proposed temporary sediment basin will use marl riprap landward of the '404' wetlands to stabilize the proposed slopes nearest pond. The sediment basin will be created by the surrounding fill material rather than excavating the natural terrain. The proposed project, if carried out carefully, should generate little to no significant impact on the vegetated wetlands or other estuarine resources. The building and the other physical features of the former Cedar Point Recreational Vehicles Sales and Service Center remain on the site today. The property is zoned B1 along the highway for commercial use while the focus of the proposed project is zoned MC4 (Mobile Home and Campground). The intended use of the project site is a commercial campground, however, specific plans are not provided at this time. It is understood by the applicant that, should a CAMA permit be issued for the proposed fill, that the permit would have to be modified and reevaluated based on specific campground needs. The applicant, The Stanley Corporation, proposes to bulkhead and fill approximately 4 acres of highground property. The upper limits of the federal wetlands have been delineated by the Corps of Engineers. Installation of the proposed 1,400 In. ft. of concrete bulkhead will be accomplished landward of the surveyed wetlands line as demonstrated on the workplat drawings. Concrete pilings measuring 12" x 12" will be stacked 3 high and placed end for end along the proposed alignment. Filter fabric will be used as a underlayment to the structure. The horizonal pilings will be anchored to a series of vertical piles. The 3' tall bulkhead will be backfilled with sandy material imported to the site. The overall upland area to be filled measures approximately 300' wide x 600' long. Detailed drawings of the bulkhead and backfill show a finished grade and slope away from the bulkhead towards the interior and the temporary sediment basin that may allow discharge into the tidal pond. The applicant has installed 2 concrete monuments on the property. They will act as control points for locating the proposed bulkhead alignment before, during and after construction. ANTICIPATED IMPACTS: The proposed bulkhead and fill project will elevate approximately 4 acres of highground property from its current elevation of 2.8' to 5.8' above MSL. The 2 concrete control monuments along the centerline of the property will help ensure that the bulkhead will be constructed on the proper alignment that is landward of all coastal and '404' wetlands vegetation. NARRATIVE DESCRIPTION: The project site is a 6 acre tract of land located on the White Oak River and the north side of Highway 24, at 441 Cedar Point Boulevard, in the Town of Cedar Point, Carteret County, NC. The rectangular piece of property measures roughly 400' wide x 700' long. Current elevations average 2.8' above MSL. The west side of the property is bordered by a man-made basin and canal belonging to the adjacent development known as Dolphin Bay Estates. Like the west side, the north side of the property is bordered with a 10-30' wide fringe of marsh vegetation dominated by cordgrass. A long drainage ditch line with saltmarsh cordgrass characterizes the east side.' Tidal influence in the ditch extends south to the existing pond. The tidal pond measures about 200' long x 80' wide and is fringed with coastal wetlands and '404' vegetation as illustrated on the workplat drawing. The south side of the property closest to Highway 24 was developed for commercial use about 6 years ago. Fill material was imported and a metal building measuring 120' x 50' was constructed.
