As you are aware, the Department has monitored the Bawdy & Quicosin Swamp mitigation sites
since their construction in March of 2017. The Bawdy & Quicosin Swamp mitigation sites are
located at the intersection of US 70 and US 70 business (Site 3) and Sites 5, 6 and 7 are located
at the intersection of US 70 and Davis Mill road. The sites were constructed and planted in
March of 2017. The sites provide 350 linear feet of stream relocation and buffer restoration of
18,314 ft2 in Zone 1 and 10,769 ft2 in Zone 2 to offset impacts associated with the W-5107
project. Per the permit requirements, NCDOT was required to visually monitor the vegetative
plantings to assess and ensure complete stabilization of the mitigation stream segments for three
years or until success criteria were met.
During the monitoring period, annual monitoring reports were submitted to the appropriate
regulatory agencies via the Environmental Analysis Unit (EAU) website:

After three years of vegetation and stream stability monitoring, the Bawdy & Quicosin Swamp
stream restoration sites indicates that the planted vegetation is surviving, and the streambanks
remain stable at this time. Individual annual monitoring reports are available on EAU's website
for 2017-2018.

A site visit was conducted on June 25th, 2019 with the regulatory agencies and NCDOT
personnel present. It was determined at that meeting that the site success criteria had been met
and that no further monitoring would be required. During the on -site meeting, NCDOT was
requested to provide the 2019 monitoring data with the closeout request letter. The requested
information will be included as an attachment to this letter. NCDOT requests that the
appropriate resource agencies provide documentation stating that no further monitoring is
