TROGDON, III SECRETARY Re: Daniel's Street Mitigation Site, Edgecombe County, TIP No. U-3826, Action ID No. SAW-2009-001 0 1; DWR Project No. 20090134 Mr. Steffens, As you are aware, the Department has monitored the Daniel's Street mitigation site since it's construction in June of 2011. The Daniel's Street mitigation site is located adjacent to SR 1537 Daniel's Street Extension near Tarboro. The site was constructed with reforestation completed in February of 2012. The site provides 0.864 acre of riverine wetland restoration to offset impacts associated with the U-3826 project. Per the permit requirements, NCDOT was required to monitor the Daniel's Street mitigation site for seven years or until success criteria were met, with hydrologic and vegetation monitoring conducted each year. During the monitoring period, annual monitoring reports were submitted to the appropriate regulatory agencies via the Environmental Analysis Unit (EAU) website: hges: //connect. ncdot. aov/resources/Environmental/Pages/Permits-and-Mitigation. aspx Hydrologic success criteria established for Daniel's Street states the site must demonstrate saturation or inundation within 12-inches of the soil surface for at least a consecutive 12.5% of the growing season during years of normal rainfall. Therefore for the 233-day growing season in Edgecombe County, the criterion is a consecutive 29 days. Table 1 provides a summary of the hydrologic data (the percentage of the growing season that saturation was indicated) at each groundwater gauge location for the past seven years of monitoring. Individual annual monitoring data is provided within the monitoring reports available on EAU's website between 2012 and 2018. A site visit was conducted on June 25th, 2019 with the regulatory agencies and NCDOT personnel present. It was determined at that meeting that the site success criteria had been met and that no further monitoring would be required. NCDOT requests that the appropriate resource agencies provide documentation stating that no further monitoring is required and that the site is closed.
