Dear Mr. Stovall:
On June 12, 2019, Jason Robinson of the NC Division of Water Resource's Raleigh Regional Office (RRO)
conducted a compliance evaluation inspection of the NC Department of Public Safety's Caledonia Correctional
Institution's Collection System and Wastewater Treatment Facility. The assistance of Geoffrey Pittard and
Scott Smart was appreciated.
Permit Information: The most recently issued permit (January 6, 2017) states that the Caledonia
Correctional Institution operates a wastewater collection system consisting of approximately 1.24
miles of gravity sewer, approximately .65 miles of forcemain, one (1) simplex pump station and
three (3) duplex pump stations. The Collection System serves the two separate complexes
(Caledonia Medium and Caledonia Minimum (formerly Tillery), some staff houses, a cannery and
farm/shop buildings. The current permit expires on December 31, 2025. A renewal application
should be submitted at least 180 days prior to expiration.
tl, Operator information: The collection system is classified as a CS-1 (downgraded from a CS-2 on
10/1/2016). Geoffrey Pittard is the acting Operator in Responsible Charge (ORC) and Raymond
Price is the backup Operator (bORC). Both operators are classified as CS-2 operators. Currently,
DWR's database shows Mr. Pittard as the bORC and Mr. Price as the ORC. The attached Operator
Desi nation Form should be com leted and submitted to correct this.
III- Records: Documents were reviewed with staff at the Benson Public Works facility at 501 N.
Market St. Findings are described below:
A. Fats, Oils and Grease: Flyers are distributed to the kitchens at both of the complexes
(Caledonia Medium and Caledonia Minimum (formerly Tillery)).

B. Collection System Map: A new map was available that was developed in response to the
previous inspections. This newer map should be available to staff (Section 111.3 of permit).
C. The operator's log book and other documents were reviewed. The facility should continue to
keep detailed records that include documentation of pump station inspection (including
testing of high water audible and visual alarms), annual inspection of entire system, system
cleaning, system maintenance, emergency equipment testing, outfall observation and all
other record -keeping requirements of the permit.
D. Spill Response Action Plan: A plan for addressing SSOs was available for review. The older
version of this should be discarded. (Section 11.9 of permit).
E. Sanitary Sewer Overflows (SSOs): SSO 5-day reports were available for review. Any press
releases and public notices associated with the SSOs should be kept with these records
(Section 111.2 & IV.2 of permit).
IV. Collection System Inspection
A. High Priority Lines: The System does not have any high -priority lines.
B. Pump Stations: The Facility has four pump stations. All were visited. It was stated that
standby generators are tested weekly and under load monthly.
Tillery Pump Station (#1) —This duplex pump station serves the Minimum Housing
Facility (formerly known as the Tillery Facility). It was determined that all of the floats
had to be activated for the audible and visual alarms to be triggered. Since the
inspection, video was submitted to the inspector to show that this has been corrected,
and now only the only the high-water alarm float needs to be activated to trigger the
alarms. This pump station is served by the same generator that serves the whole
Tillery Facility.
Post 2 Pump Station (#2) - This simplex pump station was formerly referred to as the
"temporary Pump Station". It consists of a manhole that has been converted to a
simplex pump stations due to a broken line. It serves a farm/maintenance shed. This
pump station was upgraded in April 2016 to add audible and visual high-level alarms, a
new breaker box, a latch to limit access to the well, and a spare pump was ordered.
The pump station is served by the same generator that serves the treatment plant
Influent Pump Station (#3). Alarms were tested and functional.
iii. Caledonia Pump Station (#3) - This duplex pump station serves as the influent pump
station for the Wastewater Treatment Facility. It has primary and bypass bar screen
that are manually cleaned daily. The high-water float was activated, and the audible
and visual alarms were triggered. The upstream manhole was opened and observed.
iv. Effluent Pump Station (#4): This duplex pump station is located beside and just after
the chlorine contact chamber. A part needed to be ordered for the alarm system.
Since the inspection, a video has been submitted showing that the high-water float
now triggers the audible and visual alarms.
