Dear Mr. Dorney:
Enclosed is the application of Beaufort County Water District III, Long
Acre East, for Department of the Army authorization and a State Water Quality
Certification to install water lines through waters and wetlands of Upper
Goose Creek, Broad Creek and the Pamlico River, Long Acre Township, Beaufort
County, North Carolina. Your receipt of this letter verifies your acceptance
of a valid request for certification in accordance with Section 325.2(b)(ii)
of our administrative regulations.
We are considering authorizing the proposed activity pursuant to Section
404 of the Clean Water Act, and we have determined that a water quality
certification is required under the provisions of Section 401 of the same law.
A Department of the Army permit will not be granted until the certification
has been obtained or waived.
In accordance with our administrative regulations, in most cases, 60 days
after receipt of a request for certification is a reasonable time for State
action. Therefore, if you have not acted on the request, or asked for an
extension of time, by August 4, 1993, the District Engineer will deem that
waiver has occurred.

proposed fill can be covered by General Water Quality Certification No. 2664 issued January
21, 1992. A. copy of the General Certification is attached. This Certification may be used in
qualifying for coverage under Corps of Engineers' Nationwide Permit No. 12.

PROJECT SUMMARY: The applicant proposes to place a 6" forced sewer main
4' below the bottom of the Cashie River.

Project setting
Bertie County Schools proposed forced sewer main project is located on US
13 at the bridge crossing of the Cashie River just north of Windsor, North
Carolina. At the bridge crossing, the Cashie River is ±175' wide and averages
±4' in water depth. Upstream and downstream of the bridge is wooded wetland
swamp. The approach shoulders are vegetated with upland grasses and some
shrubs which give way to wetland grasses at the toe of the shoulders. The
shoulder width on the upstream side is approximately 30' wide. A cleared power
line crossing runs adjacent the road in the wooded wetland area on the upstream
side. The north approach is ±400' long and the south approach is ±100' long.
The Cashie River is classified as C-SW 'by the Environmental Management
Commission.
Project description
The applicant proposes to place a 6" diameter ductile iron sanitary sewer
force main beneath the Cashie River on the upstream side of US 13. The sewage
pipe will carry wastewater from Bertie County High School and connect to the
Town of Windsor's existing sanitary sewer system. The proposed system will
handle up to 25,000 GPD and cover a linear distance of ±212,000'.
The pipe will be placed across the river bottom and a 3' wide by 4' deep
trench will be excavated adjacent the pipe which will then be placed into the
trench and covered with the original bottom sediments. The trench work is to
be done using a backhoe sitting on the adjoining bank(s). The applicant
proposes to temporarily stockpile the river bottom sediments on the adjacent
shoreline(s). The river crossing work is proposed to be completed in one day.
so as to reduce the adverse impacts to the area. All disturbed areas are
proposed to be reseeded immediately upon completion of the construction of the
crossing.
Anticipated impacts
The project as proposed would result in the disturbance of ±501 ftz of
river bottom. Localized turbidity would occur as a result of the excavation and
fill activities associated with the trenching in of the pipe. Bottom sediments
would be temporarily placed on adjacent wetlands during the trenching in of the
pipe.

instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 710203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.

APPLICATION FOR CAMA MAJOR DEVELOPMENT
PERMIT AND WATER QUALITY CERTIFICATION
The Department of Environment, Health and Natural Resources hereby gives public
notice as required by NCGS 113A-119(b) and 143-215 3(a)(1 )(c) that Luther Apperson of
Carteret County, filed an application on March 29, 1993, for a permit from the Division of
Coastal Management to develop in an Area of Environmental Concern and for certification
from the Division of Environmental Management that a discharge of fill material in project
wetlands will not violate applicable water quality standards.
According to said application, the applicant proposes to fill wetland areas in and

Project setting
Bertie County Schools proposed forced sewer main project is located on US
13 at the bridge crossing of the Cashie River just north of Windsor, North
-Carolina. At the bridge crossing, the Cashie River is ±175' wide and averages
±4' in water depth. Upstream and downstream of the bridge is wooded wetland
swamp. The approach shoulders are vegetated with upland grasses and some
shrubs which give way to wetland grasses at the toe of the shoulders. The
shoulder width on the upstream side is approximately 30' wide. A cleared power
line crossing runs adjacent the road in the wooded wetland area on the upstream
side. The north approach is ±400' long and the south approach is ±100' long.
The Cashie River is classified as C-SW by the Environmental Management
Commission.
Project description
The applicant proposes to place a 6" diameter ductile iron sanitary sewer
force main beneath the Cashie River on the upstream side of US 13. The sewage
pipe will carry wastewater from Bertie County High School and connect to the
Town of Windsor's existing sanitary sewer system. The proposed system will
handle up to 25,000 GPD and cover a linear distance of ±21,0001.
The pipe will be placed across the river bottom and a 3' wide by 4' deep
trench will be excavated adjacent the pipe which will then be placed into the
trench and covered with the original bottom sediments. The trench work is to
be done using a backhoe sitting on the adjoining bank(s). The applicant
proposes to temporarily stockpile the river bottom sediments on the adjacent
shoreline(s). The river crossing work is proposed to be completed in one day
so as to reduce the adverse impacts to the area. All disturbed areas are
proposed to be reseeded immediately upon completion of the construction of the
crossing.
Anticipated impacts
The project as proposed would result in the disturbance of ±501 ft2 of
river bottom. Localized turbidity would occur as a result of the excavation and
fill activities associated with the trenching in of the pipe. Bottom sediments
would be temporarily placed on adjacent wetlands during the trenching in of the
pipe.

In reference to the subject project, please find enclosed three (3) executed copies of the
"Application for Permits to Develop in North Carolina's Coastal Area" to include work plats,
correspondence from NC Department of Transportation, and permit fee of $250.00 (MAI
Check # 2633). Upon your review of all items and approval, we will send copies of the
application to all adjacent property owners (Return Receipt Requested) and mail you all return
slips to document notification.
- As a brief description of proposed work activities, please note that the stream crossing
will be performed by using a backhoe placed on the stream embankment. The ductile iron pipe
will be placed horizontally along the full length of the crossing, placed on the bottom of the
stream. The backhoe will be used to construct a 4' deep trench, stockpiling sediment
temporarily on the stream embankment. The pipe will be placed in the bottom of the trench
and the sediment previously removed will be used to backfill. The stream crossing will be
performed in a single workday to limit work activity within the stream and keep erosion to a
minimum. All disturbed areas on the embankment will be reseeded immediately upon
completion of construction of the crossing. Please be advised that no equipment will be
operated within the stream. The backhoe placed on the stream embankment will be the only
equipment needed other than manual labor.

for the Town of Windsor and Bertie High School for a
sanitary sewer line along US 13-17, SR 1257, and NC 308 in

sewer line within the North Carolina Department of

approval from the Utility Section in Raleigh. Due to the
fact that US 13 is on the Transportation Improvement Program
