PROJECT SUMMARY: The applicants propose to remove the existing piers, construct a new bulkhead (90 l.f.) and dock (10' X 85'); and install five (5) mooring pilings. PROJECT DESCRIPTION The project site is located on the southside of Brunswick Street, in the Town of Southport, in Brunswick County. The property is located in between 404 and 410 Brunswick Street, and is approximately 89.56 wide adjacent to the Southport Yacht Basin. The lot extends 50 feet landward to the approximate centerline of the existing paved street (Brunswick St.). There is an existing bulkhead, in disrepair, along the shoreline, and two existing piers, also in disrepair, extending approximately 40 feet into the yacht basin from the old bulkhead. A navigational depth of 12 feet is maintained by the U. S. Army Corps of Engineers, as a part of the Atlantic Intracoastal Waterway project. Maintenance dredging was last completed in 1986. The project area the, federal right-of-way extends 60 feet landward of the basin's dredge prism. This line intersects the project site 13.90 feet landward of the existing bulkhead on the western property line, and 43.50 feet on the eastern property line. The waters of the Southport Yacht Basin are classified SC, by the N. C. Division of Environmental Management, and are CLOSED to the harvest of shellfish. The waters are not designated as primary nursery area. The applicant proposes to remove the existing piers and. construct a new bulkhead, 2 feet waterward of the. existing bulkhead. A fixed dock, 10 feet wide and 85 feet long, would be constructed parallel, and attached to the new bulkhead. Five mooring pilings, spaced 13.8 feet on center are proposed waterward of the dock. From east to west, the pilings would be located 25, 28, 30, 32, and 35 feet waterward of the proposed dock. A grassed swell, 10 feet wide, running the width of the property, is proposed landward of the new bulkhead, to buffer and help infiltrate any stormwater generated by the adjacent gravel parking and paved street. The proposed project would create five (5) boat slips. Slips #1 and #2 would be deeded to Riverside Motel. Slip #3 would be deeded to Smithfield Development Company. Slips #4 and #5 would be deeded to Mr. John Price. 10. ANTICIPATED IMPACTS The proposed project would incorporate approximately 3145 square feet of estaurine and public trust waters. However, no new incorporation of adjacent waters would occur, since the project site is currently being used for boat dockage. The new bulkhead and proposed grassed swell buffer to infiltrate stormwater, would improve the existing situation, where runoff currently flows through the dysfunctional bulkhead, directly into the basin. On February 6, 1990, the DA and the U.S. Environmental Protection.Agency (EPA) signed a memorandum of agreement (MOA) establishing procedures to determine the type and level of mitigation necessary to comply with the Clean Water Act Section 404(b)(1) Guidelines. This MOA provides for first, avoiding impacts to waters and wetlands through the selection of the least damaging, practical alternative; second, taking appropriate and practical steps to minimize impacts on waters and wetlands; and finally, compensating for any remaining unavoidable impacts to the extent appropriate and practical. PROJECT SUMMARY: The applicants propose to remove the existing piers, construct a new bulkhead (90 l.f.) and dock (10' X 85'), and install five (5) mooring pilings. The applicants propose parking on the highground separated from the bulkhead by a grassed swell. PROJECT DESCRIPTION The project site is located on the southside of Brunswick Street, in the Town of Southport, in Brunswick County. The property is located in between 404 and 410 Brunswick Street, and is approximately 89,56 wide adjacent to the Southport Yacht Basin. The lot extends 50 feet landward to the approximate centerline of the existing paved street (Brunswick St.). There is an existing bulkhead, in disrepair, along the shoreline, and two existing piers, also in disrepair, extending approximately 40 feet into the yacht basin from the old bulkhead. A navigational depth of 12 feet is maintained by the U. S. Army Corps of Engineers, as a part of the Atlantic Intracoastal Waterway project. Maintenance dredging was last completed in 1986. The project area the, federal right-of-way extends 60 feet landward of the basin's dredge prism. This line intersects the project site 13.90 feet landward of the existing bulkhead on the western property line, and 43.50 feet on the eastern property line. The waters of the Southport Yacht Basin are. classified SC, by the N. C. Division of Environmental Management, and are CLOSED to the harvest of shellfish. The waters are not designated as primary nursery area. The applicant proposes to remove the existing piers and construct a new bulkhead, 2 feet waterward of the existing bulkhead. A fixed dock, 10 feet wide and 85 feet long, would be constructed parallel, and attached to the new bulkhead. Five mooring pilings, spaced 13.8 feet. on center are proposed waterward of the dock. From east to west, the pilings would be located 25, 28, 30, 32, and 35 feet waterward of the proposed dock. A grassed swell, 10 feet wide, running the width of the property, is proposed landward of the new bulkhead, to buffer and help infiltrate any stormwater generated by the adjacent gravel parking and paved street. The proposed project would create five (5) boat slips. Slips #1 and #2 would be deeded to Riverside Motel. Slip #3 would be deeded to Smithfield Development Company. Slips #4 and #5 would be deeded to Mr. John Price. 10. ANTICIPATED IMPACTS The proposed project would incorporate approximately 3145 square feet of estaurine and public trust waters. However, no. new incorporation of adjacent waters would occur, since the project site is currently being used for boat dockage. The new bulkhead and proposed grassed swell buffer to infiltrate stormwater, would improve the existing situation, where runoff currently flows through the dysfunctional bulkhead, directly into the basin.
