PROJECT SUMMARY: The applicant is proposing to upgrade the public boating facility by the construction of 2 new boatramps, 3 piers, bulkhead, and retaining wall. City of Washington Beaufort County Environmental Setting The City of Washington owns a ±1 acre tract of land which is bordered by East Main Street on the north, NC 32 on the south and Runyon Creek on the east. The site is within the city limits, and the City is located in Beaufort County. The site has traditionally been utilized as a.public boating access area for many years. Located at the site are two concrete boatramps, and two loading and unloading piers. All of these structures, which are in need of repair, are located within Runyon Creek. Much of the 1 acre site contains a border of wetland vegetation between the parking lot and Runyon Creek. The wetland area varies from 10' to 60' in width and is vegetated with Juncus roemerianus, Typha spp., Carex spp., and Scirpus spp.. The wetlands have been delineated and staked by both the North Carolina Division of Coastal Management and U.S. Army Corps of Engineers. There is no wetland vegetation growing between the 2 piers and immediately adjacent to the boatramps. The upland portion of the property consist of both grassed areas on which picnic shelters are located and a combination of aravel and asphalt parking lot. Project proposal The applicant is proposing to upgrade the existing boating facility by conducting the following: (1) To replace the two existing boatramps with two new ramps. Each new ramp will be 15' in width and will extend beyond the NVL 30'. One of the new ramps will be in the approximate same location as one of the existing ramps. the other ramp will be moved to the south of the existing location. (2) To replace the two existing piers at their existing locations. The piers which now are 110' and 80' in length will be replaced by new piers which will be 125' in length with a width of 8'. (3) To construct a new 80' long by 12' wide observation pier which will have a 20' by 16' platform at the waterward end. This pier will be located to the south of the proposed southern most boatramp and will be constructed parallel to the NWL and waterward of the wetland area which is located nearest NC 32. (4) The construction of 265' of retaining wall landward of the wetland fringe. A ±5' wide natural area will remain between the retaining wall and the proposed asphalt. (5) The construction of ±40' of bulkhead which will be constructed at or near the NWL. The bulkhead will be placed north of the northern most boatramp and south of the northern most pier. (6) To increase the size of the existing gravel/asphalt parking lot vith a new asphalt lot (compare plat 1 of 4 to plat 2 of 4). A 5' wide natural buffer zone will be left between the retaining wall and the parking lot. City of Washington Beaufort County Environmental reports The project as proposed should have a minimal environmental impact. Some short term turbidity will exist within the project area during the construction of the structures. No wetland vegetation will be excavated or filled. Soma runoff will occur from the proposed asphalt parking lot, however, the proposed natural buffer zone will help prevent pollutants from entering surface waters. David L. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. City of Washington Beaufort County Environmental Setting The City of Washington owns a ±1 acre tract of land which is bordered by East Main Street on the north, NC 32 on the south and,Runyon Creek on the east. The site is within the city limits, and the City is located in Beaufort County. The site has traditionally been utilized as a public boating access area for many years. Located at the site are two concrete boatrampc, and two loading and unloading piers. All of these structures, which are in need of repair, are located within Runyon Creek. Much of the 1 acre site contains a border of wetland vegetation between the parking lot and Runyon Creek. The wetland area varies from 10' to 60' in width and is vegetated with Juncus roemerianus, Typha spp., Carex spp., and Scirpus spp.. The wetlands have been delineated and staked by both the North Carolina Division of Coastal Management and U.S. Army Corps of Engineers. There is no wetland vegetation growing between the 2 piers and immediately adjacent to the boatramps. The upland portion of the property consist of both grassed areas on =which picnic shelters are located and a combination of gravel and asphalt parking lot. Project proposal The applicant is proposing to upgrade the existing boating facility by conducting the following- (1) To re?lace the two e_ '.ncg boatramr:.> wi t: tv=._a new ramps. Each nec,.-, ramp will be 15' in wictth and will extenu bevond the NWL 30'. One of the new ramps will be in the approximate same location as one of the existing ramps. the other ramp will be moved to the south of the existing location. (2) To replace the two existing piers at their existing locations. The criers which now are 110' and 80' in length will be replaced by new piers which will be 125' in length with a width of 8'. (3) To construct a new 80' 'Long by 12' wide observation pier which will have a 20' by 16' platform, at the wa.terward end. This pier will be located to the south of the proposed southern most boatramp and will be constructed parallel to the NW1. and waterward of the wetland area which is located nearest NC 32. (4) The construction of 265' of retaining wall landward of the wetland fringe. A =5' wide natural area will remain between the retaining wall and the proposed asphalt. Some short term turbidity will exist within the project area during the construction of the structures. No wetland vegetation will be excavated or filled.
