FACT SHEET FOR EXPEDITED PERMIT RENEWALS
This form must be completed by Permit Writers for all expedited permits which do not require
full Fact Sheets. Expedited permits are generally simple 100% domestics (e.g., schools, mobile
home parks, etc) that can be administratively renewed with minor changes, but can include
facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity testing,
instream monitoring, compliance concerns).

Changes to Draft Permit?
• Regulatory citations added
• Added facility grade
• Added components list for new
wastewater treatment facility
expansion (0.005 MGD).
• Added flow expansion (0.005 MGD)
monitoring and limit requirement to the
effluent table
• Added text that TRC monitoring and
limit requirements only apply if
chlorine is used for disinfection.
• Updated permit map. Relocation of
outfall does not change
latitude/longitude, due to short distance
from old location to new location.
Changes in Final Permit?
• Updated owner name from "Greg
Dellinger" to "Kurz Transfer Products
LP", as requested by Greg Dellinger on
3/19.

Subject: Level B model review for proposed expansion, Kurz Transfer Products LLP,
NC0070637
Kurz Transfer Products has applied for expansion of their wastewater facility from 1,500 GPD to
5,000 GPD treating domestic sanitary waste. To determine the effect of this increased
wastewater flow of oxygen -consuming waste on the dissolved oxygen (DO) levels in the
receiving stream, Reedy Creek in the Yadkin -Pee Dee River Basin, a Level B model was
performed using the Streeter-Phelp's Equation with default parameters.
The Level B analysis for the proposed expansion was modified from the July 28, 1987 Level B
model using the expanded flow at current permit limits. The 1987 model used critical flows of:
s7Q10 = 0.91 CFS, w7Q10 =1.82 CFS, and QAve =16.7 CFS. These flows are less than the
mean and median 7Q 10 and Average flows provided by the USGS to WithersRavenel
(consultant for Kurz) in November 2018 and were maintained for the updated model run.
Modeled wasteloads were BOD5 = 30 mg/L and NH3-N = 20mg/L. The model considers the
interacting discharge from this permit and NC0059218 and terminates 1.9 miles below Kurz's
outfall. The model inputs were also adjusted to reflect current permit limits for NC0059218. The
model results show that the minimum DO in the stream segment affected by Kurz's discharge is
7.37 mg/L at the outfall with DO increasing from that point until the end of the model run.
Carbonaceous and nitrogenous biochemical oxygen demand returned to background and near
background respectively at the model's end where Reedy Creek enters the Yadkin River. A
second run was performed using the facility's average NH3-N load of 34.8 mg/L as reported by
WithersRavenel with near identical results. Therefore, the water quality -based limits in Kurz's
current permit at the expanded flow should be protective of North Carolina's instream DO
standard of 5.0 mg/L.

Sydney,
We concur with issuing the permit provided the facilities are properly operated and maintained, the
stated effluent limits are met, and the discharge does not contravene designated water quality
standards.
Thank you for providing these materials for review.

Hello,
Requesting comments for the draft of Permit NC0070637, Kurz Transfer Products WWTP. This is a
class WW-1 facility in Davidson County. I expect to send it to Public Notice on February 20, 2019.
Please send any comments you have by March 22, 2019.
Mr. Bryan,
We used to send a separate approval memo for the review by Public Water Supply. Since we're
moving to paperless documents, your email comments will take the place of the old DEH memo.
Thanks for your help with this.
Thanks!

Thanks! I was a bit confused by that, but I guess some statute passed not too long ago included
commercial facilities/businesses in their definition of "industrial"?

Hi Paul,
Our team recently had a meeting regarding Authorization to Construct applications and permits, and
I just wanted to correct my response in the previous email. As I understand it now, Kurz Transfer
Products is not required to obtain an AtoC because they are an industrial facility. Sorry about the mix
up!
Have a wonderful rest of your week!

Hi Paul,
To answer your questions:
1) A Level B model was run for the expanded discharge and fecal coliform was not a problem as they
have high dilution. At this time, fecal monitoring and limits are not required, and that's why they also
have a footnote for TRC regarding disinfection.
2) An AtoC is not required as they are a private facility.
Please let me know if you have any other questions or comments after your review of the permit.
Happy Friday!

Hi Sydney,
I do have a couple comments off the top of my head.
1. With the expansion, should they have a fecal coliform limit placed on their discharge? It
doesn't look like the proposed new system includes disinfection, and I believe I read
somewhere that they don't add any chlorine to disinfect to begin with (none of the previous 2
inspection reports in BIMS make any reference to disinfection).
DocuSign Envelope ID: EEC4F7D0-E51A-49CB-BD95-B14382FB03D9
2. Will they still be required to obtain an AtoC for the expansion? If so, I think that should be
made explicitly clear in the permit. I don't see on Lasecfiche that they have made such an
application yet.
Thank you,

Mr. Bryan,
We used to send a separate approval memo for the review by Public Water Supply. Since we're
DocuSign Envelope ID: EEC4F7D0-E51A-49CB-BD95-B14382FB03D9
moving to paperless documents, your email comments will take the place of the old DEH memo.
Thanks for your help with this.
Thanks!
