Overall the plant appeared to be maintained and operated very well. There are many upgrades and replacements taking place at the WWTP. Many new pumps and drives have been installed in the last year or two. The SCADA system has been updated recently. A new 15 MGD tertiary filter is currently being constructed. A new backup generator is in the process of being installed and it should be finished by Labor Day 2019. It's planned that the generator will be run one hour each week as a test. The upgrades that have taken place at the Hendersonville WWTP, along with the planned upgrades to come, are preparing the WWTP for an expansion of their designed/permitted flow. NC0025534 17 (Cont.) Has the permittee submitted a new application? Is the facility as described in the permit? # Are there any special conditions for the permit? Is access to the plant site restricted to the general public? Is the inspector granted access to all areas for inspection? Comment: Operations & Maintenance Yes No NA NE Is the plant generally clean with acceptable housekeeping? Does the facility analyze process control parameters, for ex: MLSS, MCRT, Settleable Solids, pH, DO, Sludge Judge, and other that are applicable? Comment: Bar Screens Yes No NA NE Type of bar screen a.Manual b.Mechanical Are the bars adequately screening debris? Is the screen free of excessive debris? Is disposal of screening in compliance? Is the unit in good condition? Comment: Grit Removal Yes No NA NE Type of grit removal a.Manual b.Mechanical Is the grit free of excessive organic matter? Is the grit free of excessive odor? # Is disposal of grit in compliance? Comment: Page#3 DocuSign Envelope ID: 4F976E62-8C31-4B9E-9F5A-3C1C8A85B81E Permit:NC0025534 Inspection Date:07/02/2019 Owner - Facility: Inspection Type: Hendersonville WWTP Compliance Evaluation Aeration Basins Yes No NA NE Mode of operation Ext. Air Type of aeration system Diffused Is the basin free of dead spots? Are surface aerators and mixers operational? Are the diffusers operational? Is the foam the proper color for the treatment process? Does the foam cover less than 25% of the basin’s surface? Is the DO level acceptable? Is the DO level acceptable?(1.0 to 3.0 mg/l) Garrett says that the DO is checked daily in the aeration basins. Typically the DO level is about 4.0 at the end of the basins. The settleability is kept at about 50% and the MLSS is kept between 4000-5000mg/L. Comment: Secondary Clarifier Yes No NA NE Is the clarifier free of black and odorous wastewater? Is the site free of excessive buildup of solids in center well of circular clarifier? Are weirs level? Is the site free of weir blockage? Is the site free of evidence of short-circuiting? Is scum removal adequate? Is the site free of excessive floating sludge? Is the drive unit operational? Is the return rate acceptable (low turbulence)? Is the overflow clear of excessive solids/pin floc? Is the sludge blanket level acceptable? (Approximately ¼ of the sidewall depth) One of the two clarifiers has significant pin floc coming over the weir. Garrett says that the sludge blankets fluctuate but typically measure between 3 and 4 feet of 10 feet of water depth. Comment: Filtration (High Rate Tertiary)Yes No NA NE Type of operation: Is the filter media present? Is the filter surface free of clogging? Is the filter free of growth? Is the air scour operational? Is the clear well free of excessive solids and filter media? The tertiary filter was actively under construction, so I did not inspect this treatment unit. The new unit will have 15 MGD capacity. Comment: Disinfection - UV Yes No NA NE Are extra UV bulbs available on site? Are UV bulbs clean? Is UV intensity adequate? Is transmittance at or above designed level? Is there a backup system on site? Is effluent clear and free of solids? All bulbs were functional for Bank A, which was running at the time.Comment: Standby Power Yes No NA NE Is automatically activated standby power available? Is the generator tested by interrupting primary power source? Is the generator tested under load? Was generator tested & operational during the inspection? Do the generator(s) have adequate capacity to operate the entire wastewater site? Is there an emergency agreement with a fuel vendor for extended run on back-up power? Is the generator fuel level monitored? The generator is brand new and the installation should be finished by Labor Day 2019.Comment: Solids Handling Equipment Yes No NA NE Is the equipment operational? Is the chemical feed equipment operational? Is storage adequate? Is the site free of high level of solids in filtrate from filter presses or vacuum filters? Is the site free of sludge buildup on belts and/or rollers of filter press? Is the site free of excessive moisture in belt filter press sludge cake? The facility has an approved sludge management plan?
