The North Carolina Division of Water Resources conducted an inspection of the City of Morganton’s DCAR
on 7/01/2019. This inspection was conducted to verify that the facility is operating in compliance with
the conditions and limitations specified in Non-discharge Permit No. WQ0002127. Please carefully review all
comments and recommendations noted within the inspection report. Specifically, the section regarding
corrosivity and ignitibility.

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a review of the City of Morganton's Annual Residuals Report for
2018. This review was conducted to determine whether the facility is operating in compliance with DCAR Permit No.
WQ0002127.
Fecal Coliform Density: The first and second quarter had fecal exceedances; however, resampling showed both to be
compliant and the product was distributed. Several fecal samples exceeded in the fourth quarter so the pile was set aside to
be disposed of in the landfill. No product from this pile was distributed.
Pathogen and Vector Attraction Reduction times and temperatures appear to have been met based on a review of the
facilities data.
No significant issues were noted during the inspection. Please review the following comments and recommendations.
Treatment Process: Please provide our office an update on the status of acquiring a mix box. The City should continue to
assess the composting process for any potential avenues of contamination.
Non-hazardous Waste Characterization: As a reminder, non-hazardous waste determination is required once per permit
cycle. This should be completed before permit renewal. Additionally, in the future, please verify the correct methodology is
being used when determining pH and ignitibility based on the sample matrix and percent moisture.
