B;3A)EXISTING CONDITIONS The commercial facility at 6221 Chapel Hill Road has experienced major storm drain and pavement failure due to the deterioration and failure of an existing 42" corrugated metal storm drain pipe (CMP) bisecting the property.The existing storm drain infrastructure on the property includes approximately 250 LF of 42"CMP, four storm drain inlets constructed of a grate and vertical CMP riser,and an outfall beneath the existing concrete driveway on the eastern boundary of the property.The system receives runoff from 36" and 30" reinforced concrete pipes from the neighboring property to the southwest. Due to a pipe failure, a large sinkhole has formed directly adjacent to an existing storage building structure. In addition, a site visit indicated deterioration of the existing outfall on the eastern portion of the property. Surrounded by Chapel Hill Road, Germantown Road, and Hillsborough Street, the delineated drainage area was determined to be approximately 28 acres in total. The drainage area is fully built out and comprised of mostly commercial land use,with some residential area east of the storage property. The potential for future development within the drainage area is very limited. Richlands Creek is classified by NCDEQ as a class C, nutrient sensitive stream within the Neuse river basin. As such, Richlands Creek and its jurisdictional tributaries, are subject to the Neuse River Buffer Rules. According to the FEMA Flood Insurance Rate Map, the project site is NOT within an area mapped as a Special Flood Hazard Area (SFHA). Photos of the existing site conditions are included within Appendix C. B;3E)PROJECT PURPOSE The purpose of the project is to replace the failing storm drain infrastructure at the site and to repair the effects of the failed CMP on the property in the future. Existing conditions analysis demonstrated that the existing piping network system is undersized to convey storm drainage from the surrounding area. Without incorporation of the proposed improvements described herein, continued property damage could pose a safety risk to the residents. Additionally, if the sinkhole on the property continues to grow and/or conditions worsen, more damage would be caused to the concrete 6221 CHAPEL HILL ROAD tik BUFFER AUTHORIZATION FORM SUPPLEMENTAL ATTACHMENT i 06/10/2019 pavement directly adjacent to the nearby storage building structure, putting the structure at risk. The improvements would increase the capacity of the drainage system located on the property and reverse the deterioration of the concrete pavement and subgrade. The increase in capacity will not increase the ultimate discharge from the site. Nor is it intended to convey any additional runoff. The increase in pipe size is solely intended to prevent surcharging and overland flooding. The volume of water reaching the outfall will be the same in the pre and post-construction condition. B;3F)PROJECT AND EQUIPMENT The project includes the replacement of approximately 250 LF of existing 42"CMP with 48" RCP. This concept would also involve replacement of the existing 24" CMP risers and adjoining grates which are currently serving as drop inlets. Additionally, a new junction box would be installed to facilitate a minor shift in alignment of the pipe. The shift would be necessary to provide clearance from the corner of an existing storage unit. The proposed inlets and manhole have been located to maintain the most clearance from the existing storage unit structure foundations. There is a span of elevated concrete pavement over the existing outfall that will need to be removed and replaced. The replacement concrete will be supported by compacted backfill material and a proposed concrete endwall. The new endwall will be installed in approximately the same location as the existing pipe outfall but the endwall will be oversized/extended to act as a replacement for the existing, deteriorating,concrete block retaining wall. Construction equipment will traverse the existing pavement as much as possible. Vegetated areas will only be accessed as necessary to install the new endwall and outlet channel stabilization. D; IA)PROJECT;MINIMIZE DESIGNED IMPACTS There is an existing riprap-lined channel between the outfall and the receiving jurisdictional stream. The replacement of the outfall and installation of a new endwall would require access for construction equipment. The outfall stabilization has been designed to minimize the footprint of the construction impacts. Using an oversized endwall facilitates the minimization of grading,without requiring a full retaining wall. Additionally, the location of the endwall and the angle of the outfall pipe, have also been set to minimize any adjustments required to the receiving channel. A 6-foot chain link fence currently located just inside the property line would require adjustment. In addition, these improvements will require, at minimum, a temporary encroachment agreement at the neighboring property. D; 18)PROJECT MINIMIZE CONSTRUCTION IMPACTS Methods of access and construction have been selected to minimize impacts to in situ soil conditions and to existing trees. Where feasible, existing vegetation will be maintained. Lightweight equipment will be used, to prevent excessive soil compaction and harm to existing root mass. A stable riprap channel will be installed at the end of the improved outfall that will effectively dissipate energy and control erosion. The project will not result in any additional runoff or stormwater discharge.
