Box 761 Smithfield, NC 27577 Subject: Compliance Evaluation Inspection Town of Smithfield Wastewater Collection System Permit Number WQCS00270 Johnston County Dear Mr. Credle: On June 25, 2019, Stephanie Goss of the Division of Water Resources conducted the subject inspection. The assistance of Pat Butler, Chris Smith, Larry Thomas and Brian Baker during the inspection was appreciated. Below is a list of findings developed from the inspection: I . The permit became effective September 1, 2013 and will expire August 31, 2021. 2. Roxboro's collection system has approximately S2.3 miles of gravity sewer, approximately I mile of pressure sewer, 5.5 miles of force main, I simplex pump station and 18 duplex pump stations. 3. All required documents and records were. readily available and well -organized. 4. A Fats, Oil and Grease (FOG)program is implemented and in use. Educational materials are mailed out twice a year per permit requirements. 5. The Capital Improvement PIan (CIP) lists funds projects through 2028. 6. Sanitary sewer overflow (SSO) cleanup, pumping, and reporting procedures, which includes a response action plan was up to date. The SSO cleanup, pumping, and reporting procedures meet all permit requirements. 7. Per the subject pen -nit, there are approximately 82 miles of gravity line. According to ORC records, approximately 9.5 miles of gravity sewer lines were cleaned in 2018. 8. All audible and visual alarms functioned when the high-water floats were activated, and the SCADA system acknowledged the alarm. All five pump stations generators were tested and functioned properly. All stations were in good condition and free of excess debris. 9. Maintenance logs were reviewed and appeared satisfactory. 10. High priority lines are inspected at least once a month and documentation of inspections was available. It. Four aerial lines were inspected: Vennont Street at Parker Street, N. Brightleaf Boulevard at Hospital Road, Lowe's behind the Railroad, and Wilson's Mill Road at Laurel Drive. All aerial lines appeared straight, rust free and in good condition. The right of way (ROW) was being maintained except for Wilson's Mill Road at Laurel Drive and Lowe's behind the Railroad. 12.
