This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0001664. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report" (CIR). The facility was found compliant. There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. However, notice that in the summary of the CIR it is requested the following: *Future wetland annual reports be submitted (e-mail preferable) to the Wilmington Regional Office. The assistance provided by Mr. Eddie Baldwin and Gregory Spillman during the inspection is greatly appreciated. The facility was found compliant. File Review a) Effluent monitoring Since the last inspection in June 2017, the facility has not shown non-compliance issues in the NDMRs or NDARs. If any non-compliance issue is observed, please contact Helen Perez (910 796 7323) within 24 hours. b) Groundwater monitoring GW-59 records for the period 2017-2019 show compliance with monitoring requirements and 2L standards. Nitrate concentrations in all wells are regularly below detection limits, except in MW-7 (located around the spray fields) that have shown concentrations of 5.42 and 5.45 mg/I in March 2018 and 2019, respectively. c) Wetland Annual Report The writer could not find the wetland annual report in our regional office file and requested that future reports (next to be submitted January 31, 2020) be e-mailed to the Wilmington Regional Office indicating in the subject line: Belvedere WWTF — WQ0001664- Wetland Annual Report. The report should include a narrative documenting findings, impacts, future sampling plans, etc. Site Compliance Inspection a) Operation and maintenance: The facility uses the three high rate infiltration basins for effluent disposal while the spray irrigation fields at the golf course are used as a backup disposal option. Irrigation has not been used in the last two years. All equipment is still in place, if needed. The writer did not inspect the irrigation fields. b) Equipment testing: The standby generator was tested during the inspection, it worked well. The generator is tested weekly, every Wednesday. The standby generator worked without interruption for 2.5 days during hurricane Florence. It is assumed, therefore, that servicing of the equipment is appropriate. c) Effluent quality: clear and odorless. In summary, the facility looks very well operated and maintained. Records are organized.
