No: Not Known Yet Federal Permit Required? ® Yes ❑ No County: Macon Document: CE Funding: ❑ State ® Federal Permit Type: USACE Project Description: The project calls for the replacement of a metal pipe on NC 106 at Turtle Pond Creek and the installation of rip -rap along the banks of NC 106 in Macon County. The archaeological Area of Potential Effects (APE) for the project is situated just east of the Crystal Drive intersection with NC 106 and located 10.4 miles (16.74 km) east of US 231441 and 3.8 miles (6.12 km) west of US 64. The APE is defined as an area measuring approximate 300 feet (91.44 m) east -west along NC 106, 140 feet (42.67 m) north of NC 106, and 130 feet (39.62 m) south of NC 106. In all, the APE encompasses 1.5 acres. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The pipe replacement project for NC 106 at Turtle Pond Creek is located west of Highlands in Macon County, North Carolina. The project area is plotted at eastern edge of the Scaly Mountain USGS 7.5' topographic quadrangle (Figure 1). The defined project area was covered during the archaeological survey for R-5846 (PA 18-06-0005). The investigations were carried out from October 18 thru November 16, 2018 by New South Associates (Stephens 2018). Within the Turtle Pond Creek APE, two shovel tests were excavated at 15-m intervals north of the current pipe on a narrow bench (Figure 2). Both shovel tests were negative for cultural material. Other proposed shovel test locations were not excavated due to previous disturbance or steep slope. A previous site file search also showed no known sites in the adjacent area. According to the North Carolina State Historic Preservation Office online data base (HPOWEB 2019), there are no known historic architectural resources within the APE that may yield intact archaeological deposits. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The defined archaeological APE for the proposed for the proposed pipe replacement on NC 106 at Turtle Pond Creek in Macon County was previously included in archaeological investigations for R-5846. No archaeological sites were identified within the currently APE. As a result, no new investigations are required for this project. However, additional archaeological work may be required if the project expands further south or north.
