DUKE ENERGY® June 28, 2019 North Carolina Department of Environmental Quality Division of Waste Management Solid Waste Section 1646 Mail Service Center Raleigh, North Carolina 27699 Attn: Ms. Elizabeth Werner Re: Asheville Stockpiled Soil Sampling Analytical Data Asheville Steam Electric Plant Buncombe County, North Carolina Dear Ms. Werner: 526 South Church Street Charlotte, NC 28202 Mailing Address: PO Box 1006 Mail Code EC13K Charlotte, NC 28201-1006 980 373 6636 Duke Energy Progress, LLC (Duke Energy) is submitting the analytical laboratory reports, summarized data (Table 1) and the sampling field log for the composite sample collected from the soil stockpile located at the Asheville Steam Electric Plant (Asheville) for your review and approval for reuse. Six (6) soil samples were collected and compiled into one composite sample for total metals and SPLP analysis per the Asheville Stockpiled Soil Sampling Plan (Rev. 1) approved on June 20, 2019. The stockpiled soil is estimated to be 10,000 cubic yards (cy) and includes material from the former 1982 Ash Basin dam and excavated soils from a cleared area outside of the Ash Basin waste boundary. Duke Energy proposes to reuse an estimated 6,000 cy of this soil for an off - site project at a Duke Energy facility. The soil will be utilized in the Asheville Fleet Operations Slope Repair Project at 5 East Oakview Road, Asheville, NC. The remaining soil quantities are proposed to be re -used on -site to support construction of the new lined retention basin. This submittal is only being transmitted electronically. If you have any questions or need additional information regarding this submittal, please contact me at Bryson.Sheetz@duke- energy.com, (980) 373-6636. Sincerely, Bryson S. ND - Not Detected at or above adjusted reporting limit. TNTC - Too Numerous To Count J - Estimated concentration above the adjusted method detection limit and below the adjusted reporting limit. MDL -Adjusted Method Detection Limit. PQL - Practical Quantitation Limit. RL - Reporting Limit - The lowest concentration value that meets project requirements for quantitative data with known precision and bias for a specific analyte in a specific matrix. S - Surrogate 1,2-Diphenylhydrazine decomposes to and cannot be separated from Azobenzene using Method 8270. The result for each analyte is a combined concentration. Consistent with EPA guidelines, unrounded data are displayed and have been used to calculate % recovery and RPD values. LCS(D) - Laboratory Control Sample (Duplicate) MS(D) - Matrix Spike (Duplicate) DUP - Sample Duplicate RPD - Relative Percent Difference NC - Not Calculable. SG - Silica Gel - Clean -Up U - Indicates the compound was analyzed for, but not detected. Acid preservation may not be appropriate for 2 Chloroethylvinyl ether. A separate vial preserved to a pH of 4-5 is recommended in SW846 Chapter 4 for the analysis of Acrolein and Acrylonitrile by EPA Method 8260. N-Nitrosodiphenylamine decomposes and cannot be separated from Diphenylamine using Method 8270. The result reported for each analyte is a combined concentration. Pace Analytical is TNI accredited.
