On June 12, 2019 Erin Deck with the Raleigh Regional Office (RRO) of the Division of Water Resources (DWR)
conducted a compliance evaluation inspection of the City of Oxford's Wastewater Collection system. The
assistance of Stevie Inscoe, Ronald Parker, Bryan Bowen, Dud Frazier, and Amy Ratliff was greatly appreciated.
Observations during the inspection are summarized below. An inspection checklist is also attached for your
records.
1. The most recently issued permit (January 01, 2015) states that The City of Oxford operates a
wastewater collection system consisting of approximately 56 miles of gravity sewer, approximately
1 I miles of force main, and 11 duplex pump stations. The current permit expires on December 31,
2022. A renewal application should be submitted at least 180 days prior to expiration.
2. The collection system is classified as a CS-2. A review of the Division's database BI.MS (Basinwide
Information Management System) lists Steve Inscoe as Operator to be in Responsible Charge (ORC).
Bryan Bowen and Ronal Parker are both listed as backup ORC-
3. Reported Sanitary Sewer Overflows (SSO), Since the last compliance inspection conducted by DWR
(June 29,2017), there have been two reportable SSOs from the collection system. The estimated
volume was less than 200 gallons, with only approximately 25 gallons reaching surface waters.
4. Records review: The Capital Improvement plan was available and consists of the required
information. The City has developed and implements and educational fats, oils and grease program
that includes at least bi-annual distribution of educational material. Adequate records are being
maintained regarding customer complaints, pump station inspections, high priority and easement
inspections. The collection system map is available on G1S. Ensure the map includes flow direction.
The following pump stations were inspected: Kingsbury, Coons Creek, Knotts Grove, Willows and
Rest area.
a. All stations have working visual and audible alarms, The audible alarm at the Willows pump
station appeared to require maintenance,

b. The pump stations had the required signage with the required information and all fencing was
maintained. Erosion was noted around the fence post at Knotts Grove. The area should be
maintained as to ensure the fence remains intact.
c. Generators were tested. All appeared to be working at the time of the inspections.
d. Contingency plans were available at each of the pump stations.
6. The following high priority lines were inspected: Outfall line between SRI 195 and 1-85, Outfall line
near Flillandale Drive, Outfall line along SRI 195, Outfall line between Sunset to east Qualridge,
Outfall line between Maple drive and Pine street. All were rust free and appeared to be in good
condition. The right-of-ways are maintained.
7. A sewer line cleaning program is implemented with cleaning logs available for review. As of April
2019, 53,984 linear feet of sewer line have been cleaned.

Inspection Summary.
