Hanes Mill Rd, Suite 300 Winston Salem NC 27105 Re: Buffer Authorization for Pedestrian Bridge Replacements Lake Daniel Park along North Buffalo Creek Dear Sue: This letter is submitted as certification of "No Practical Alternatives" in regard to impacts within the stream buffer of North Buffalo Creek related to a proposed pedestrian bridge replacement along the greenway through Lake Daniel Park in Greensboro. The bridge replacement plans were developed by SKA Consulting Engineers. The measurements of existing impervious cover were done by City Parks and Recreation Department staff. Along the greenway trail in Lake Daniel Park is a very narrow bridge crossing over a tributary of North Buffalo Creek. The greenway trail is heavily utilized by both cyclists and pedestrians, including some walking dogs or pushing strollers. The bridge is barely wide enough to accommodate a cyclist, such that it is dangerous for others to be on the bridge when they cross. Thus, the replacement of the bridge with a wider crossing is a public safety issue. This bridge is noted as Bridge #2 is the SKA plans. Bridge #1 was replaced under an earlier contract. No buffer impacts were associated with that bridge replacement. IMPACTS IN STREAM BUFFER AREAS There are some minor buffer impacts associated with the bridge replacement. Existing impervious cover within the stream buffer is comprised of the concrete greenway trail, concrete bridge abutments, and some areas where concrete has been placed to stabilize slopes that were prone to erosion. Proposed impervious cover within the buffer is for new bridge abutments, footings for protective safety railings, and concrete sidewalks approaches to the wider bridge. The City has measured the existing concrete vs. the proposed concrete in the areas at the ends of the bridge. The proposed concrete for the bridge is 84 sq. ft. on each end of the bridge, due to a slightly wider bridge and abutments. Total impervious cover is 168 sq. ft. City staff measured the total existing impervious cover within the same area as 146 sq. ft. Greenway/hiking trail impacts are listed in the Jordan Buffer Rules as "Allowable with Restrictions". The grading and vegetative stabilization for the disturbed areas at the ends of the bridges will be done according to best practices for preventing erosion and providing filtration of flows from the impervious areas to the extent practicable. FACTORS PREVENTING IMPLEMENTATION OF PRACTICAL ALTERNATIVES The following factors prevent implementation of practical alternatives to the proposed buffer impacts associated with the proposed pedestrian bridge replacement: JEWELL-LJB . 311-A South Main Street . Box 2294 • Kernersville, NC 27285-2294 Sue Homewood June 11, 2019 Page 2 • Public safety dictates a need for a wider bridge crossing and the associated wider abutments and greenway approaches. • The safety rail extensions at either end of the bridge are intended to protect trail users from veering off of the sidewalk and into the stream as they approach the bridge. There are existing safety rails, but they are not sufficiently protective. The new safety rail extensions will have smaller openings consistent with the railings for the bridge to meet safety standards. These extensions need to be supported by the concrete foundation system. EFFORTS TO MITIGATE BUFFER IMPACTS The existing concrete previously added for erosion protection within the bridge construction areas will be removed and appropriate vegetation will be established, with erosion control matting added if and where needed.
