Box 1748 Gastonia, NC 28053 Subject: Pretreatment Review of Industrial User Pretreatment Permit (IUP) Two Rivers Utilities; Gaston County WWTP: Long Creek, NPDES#: NCO020184 Dear Mr. English: The Pretreatment, Emergency Response and Collection Systems (PERCS) Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) original issuance submitted by Two Rivers Utilities for the following Significant Industrial User (SIU). The IUP was received by the Division on June 3, 2019. IUP # SIU NAME WWTP 1071 Pharr Yarns, Inc. Long Creek The review indicates that with the following comments, the IUPs are adequate and meet the minimum requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f)(1)(iii). The allocation table maintained in the Division's database has been updated. 1. The pollutant checklist: I was able to find most of the test results in the submitted report this time. The only pollutant that I was not able to locate is Xylene, which has no indications in the application. Please check with the industry and report your findings before August 1, 2019. Please insure all future permit applications have two checks for each parameter. 2. TTO definition, certification and TOMP on page 10 are not applicable to this SIU, please remove them next time the IUP was modified or renewed. 3. Long Term Monitoring Plan (LTMP): Antimony needs to be added to Long Creek's LTMP as it was limited in the IUP. Please submit an updated LTMP before August 1, 2019. 4. Headworks Analysis (HWA): Antimony was added to the headworks analysis with a stream standard of 0.0056 mg/L for water supply class stream and a literature removal rate of 50%. Site specific removal rate will be evaluated during next HWA update. TN column on the allocation table was updated to count ammonia, TKN and organic nitrogen for all SIUs. Updated HWA is attached.
