Dear Mr. Doughty:
Subject: Proposed Fill in Headwaters or Isolated Wetlands
Pond construction
Guilford County
Upon review of your request for Water Quality Certification
to place fill material in 0.27 acres of wetlands for pond
construction, we have determined that the proposed fill can be
covered by General Water Quality Certification No. 2176 issued
November 4, 1987. A copy of the General Certification is
attached. This Certification may be used in qualifying for
coverage under Corps. of Engineers' Nationwide Permit No. 26.
An additional condition is that the dam should be designed as a
siphon-type to draw water from the middle of the water column.

No site inspection was made. The U.T. to Little Alamance
Creek is a class C NSW watershed. The plans are to create a
pond on the subject creek. A request for a 401 certificate was
never received, even after my letter advising of such.
The WSRO recommends that a 401 certificate be issued for
the subject project.

Recently you received a copy of a letter from Mr. Eric Galamb,
N.C. Department of Environment, Health, and Natural Resources, Win-
ston-Salem Regional Office, concerning the proposed construction of
a pond on property now owned by Mr. H.D. Reece, 4829 McConnell Road,
McLean-sville, NC 27301. (A copy of that letter is enclosed).
. As the prospective buyer of Mr. Reece's twenty (20) acre property,
I am writing you to initiate the process of obtaining the 4.01 cer-
tificate mentioned in the letter. Hopefully this can be accomplished
by September 16, 1991, which is the projected closing date for the
sale of the property. The property is agricultural land, zoned A-1,
and is located in Guilford County, Jefferson Township, North Carolina
near the intersection of Mount Hope Church Road and McConnell Road.
I intend on keeping the land agricultural and I foresee no dwellings
being constructed there.
During the initial phase of examining the property for purchase,
I met with Mr. John Thomas of the Raleigh Regulatory Field Office of
the Wilmington District, Army Corps of Engineers, concerning the pro-
posed pond site. After his inspection visit on May 21, 1991, he
indicated to me that, since I would be impacting such a small area
of regulated land, I would be authorized to construct the pond under
the nationwide permit provisions of the applicable Corps of Engineers
Regulatory Program. As you can see from the copy of the letter from
the Corps of Engineers which followed up his visit, I would affect
about 12,000 square feet (0.27 acre). (The pond itself would be
relatively small - most likely not exceeding one and one-half (12)
acres - and would be used for recreational and irrigation purposes).
I am enclosing a map showing the location of the property and
the site of the proposed pond. If you need further information,
please let me know as I am very interested in completing this process
