Guilford County .
Upon review of your request for Water Quality Certification
to place fill material in waters and adjacent wetlands of
tributaries of Richland Creek (appx. 7.4 acres to be filled as
shown on February 5, 1991 letter from Mark Hargrove),
we have determined that the proposed fill can be covered by
General Water Quality Certification No. 2176 issued November 4,
1987. A copy of the General Certification is attached. This
Certification may be used in qualifying for coverage under Corps
of Engineers' Nationwide Permit No. 26.

SUBJECT: Proposed fill project for the City of
F High Point's Balefill (baled garbage
landfill) that will result in a site
for the managed disposal of compacted
garbage, CESAW-J-041 and Nationwide
Permit 26 for the Kersey Valley Balefill.
High Point, N.C., Guilford County
An inspection of this site was made on December 10,
1990, by.A. R. Hagstrom, Environmental Engineer, with this
Office along with M.N. Hargrove, Project Engineer, with
Tribble and Richardson, Inc.
The site has been a permitted landfill site for several
years, but the current plan,... has been upgraded to include
the following.
a. Grading of the Balefill areas to control run-off.
b. A compacted clay liner.
C. A membrane liner.
d. Permiter drainage to lower ground water.
e. Underdrainage to remove leachate.
f. Leachate Storage.
g. Subsequent leachate treatment on site or at City
WWTP.
The site appears to be suitable for the intended use.
There are some residences near the balefill. The stacked
bales with earthen caps will range to 60 feet (+/-) in
height.

Much of the site has been worked and graded earlier.
Only meager vegetation (weeds, briars, and brush) was
observed. The drainage ways that are to be filled do not
appear to be of high value. The site appears rather barren.
The adjacent stream, a UT to Richland Creek, Class "C", is
currently protected by a silt pond and there is a dike
between the over-all site and the creek. A dike is in place
southeast of this site and east of Kersey' Valley Road.
Taking all information now available to this Office, we
recommend that the requested Permits be issued.
