SUBJECT: Notification of Start of Study Activities for STIP No. R-2561, Roadway
Improvements for NC 87 from Elizabethtown Bypass to US 74-76, Bladen and
Columbus Counties. WBS No. 34466.4.1.
The North Carolina Department of Transportation (NCDOT) is proposing improvements to
provide a multi -lane, divided facility for NC 87 between the Elizabethtown Bypass in Bladen
County and US 74-76 in Columbus County. Side -street access along the improved facility will
be primarily right-in/right-out only. This project is approximately 30 miles long and includes
interchanges at NC 11 and at US 74-76. The alternatives either run along NC 87 or along NC 87
and NC 11. The section from NC 11 south to US 74-76 (R-2561C) is scheduled for right-of-way
in Fiscal Year (FY) 2025 and construction in FY 2027. The sections of the project north of
NC 11 are not currently funded for right-of-way or construction.
This project was previously studied within the Merger NEPA/404 process before being put on
hold, due to funding, in 2014. At that time, the project had progressed through concurrence on
hydraulic structures (Concurrence Point 2A) and a State Draft Environmental Impact Statement
(DEIS) had been completed. The study is now being re -initiated and will be documented in a
State Supplemental DEIS.
We would appreciate any information you might have that would be helpful in evaluating
potential environmental impacts of the project and ask that you please respond via email by
October 30, 2018. A PDF of the study area map is attached for your reference.
