In accordance with NCAC 15A 8G.0202, the Water and Sewer Authority of Cabarrus
County (WSACC) is writing to inform your office that John Walter Ritchie (certification
#990814) Operator -in -Responsible Charge (ORC) at the Rocky River Regional
Wastewater Treatment Plant retired effective June 1, 2019. This is to serve as notice of
John's retirement and make your office aware of the vacancy in the ORC position.
Attached is the Water Pollution Control System Operator Designation Form with each of
the backup ORC's for the Rocky River Regional Wastewater Treatment Plant. The
backup ORC's will fulfill the reporting requirements and sign as the ORC until such time
as we fill that position. WSACC has begun the process of filling the ORC vacancy and by
rule have 120 days to complete this task. It is our hope that this process will not take that
long; once the position is filled a new designation form will be submitted.
