The Buck Combined Cycle Station received your letter on May 14th, 2019, transmitting a Notice of
Violation (NOV-2019-LV-0337) for the facility's NPDES permit. For the March 2019 Discharge Monitoring
Report, Duke Energy reported a daily maximum and monthly average Zinc permit exceedance and one
daily minimum pH permit exceedance for outfall 001 A. In response, Duke Energy offers the following
information for further consideration.
The Buck Combined Cycle Station commissioned wastewater outfall 001 A on February 11, 2019. This
new outfall eliminated discharges from the combined cycle to the ash basin. Thus outfall 001A is a new
direct discharge from the combined cycle to the main stem of the Yadkin River. A planned station outage
occurred during the months of March and April 2019, being the first evolution for outage -related activities
and flows not directed to the ash basin system.
Once Duke Energy received sample results, the station ceased all discharges to outfall 001 A, routed
wastewater flows to the cooling tower basin until normal operating conditions resumed and wastewater
was verified to be in compliance with NPDES limits.
