The purpose of this inspection was to ensure compliance with the subject permit. During the inspection, the presence and cooperation of Mr. James Pittman. Operator in Responsible Charge (ORC), Mr. Michael Powell, PW Director, and Mr. Lamar Caudle was helpful and appreciated. This compliance evaluation inspection consisted of the following: • Review of the permit; • Review of the owner/facility information; • On -site inspection of the collection system and lift station units Findings during the inspection and file review were as follows: 1. The permit (WQCS00181) was issued effective on May 1, 2018, and will expire on April 30, 2026. 2. The BU ORC and many permit affiliations have changed since the last inspection. It was requested that an ORC designation form be completed and sent to DWR for updates. 3. The system is classified CS-2. As Iisted in the subject permit, the system contains approximately 13.58 miles of gravity sewer, 4.2 miles of force main, and 11 pump stations (3 simplex with no telemetry & 8 duplex with telemetry). 4. All documents and records were available and complete with the exception of the Town's CIF. It is contained as part of the Town's Sewer System Asset Management Plan and this document was kept with another employee that was on leave the day of inspection. The CIP document was emailed to DWR staff on 6/18/19 and was thorough and complete with projects/funds listed through 2029. It also contained Operation and Maintenance Activities, complaint handling, as well as a complete map of the collection system. The Public Works Department is responsible for the Fats, Oil and Grease (FOG) program. Materials are mailed out monthly with the utility bills and more frequently to problem areas (Freedom Street and Carriage House). Grease traps are monitored approximately monthly and they have had no enforcements in the recent past. 6. Of the approximate 13.58 miles of gravity line, approximately 9500 feet have been cleaned thus far in 2019. Roots are controlled using jetting and added chemicals; no major issues have been noted. 7. The Spill Response Plan was up to date and complete. 8. Several lift stations, manholes, and high priority lines were inspected: a) 6 of the 11 lift stations were inspected (4 duplex & 2 simplex). Duplex stations are visited weekly and simplex stations are visited daily by staff. All were in good condition except for: i) Pump Station #2 did not have working audible or visual alarms. Pump Station 95 did not have a working audible alarm and had some grease buildup. b) All inspected manholes were found to be in good condition, free of excessive debris and signs of overflow. It was noted that the manhole going into "HP line 4243" behind JustSave is visited and cleaned more frequently due to its shallow depth and buildup of grease from a local restaurant. c) High Priority lines are inspected in accordance with permit requirements. Some are visited once per week along with the manhole inspections due to know issues stated above. All lines were constructed of ductile iron and were in good condition Please address items listed under 8.a.i and respond to this office within 30 days.
