According to Lamont Allen, HWRF Director, both violations were due to extended wet weather. The wet weather affected the city's ability to haul away sludge by private contractor, which in turn caused an excessive inventory of sludge in the system. Since then, the weather has allowed the contractor to haul, therefore reducing the sludge inventory. Rainfall in February was 6.31 inches, and it rained 14 out of 28 days. Rainfall in March was 4.00 inches, and it rained 10 out of 31 days. Granville Farms only hauled three loads in February costing ($892.50) and 54 loads in March costing ($16,065). Staff will continue to monitor our process closer in the handling of sludge to insure compliance and review alternatives to sludge holding particularly during wet weather. Due to the reasons noted above, I respectfully request that the city not be assessed a civil penalty for these violations.
