I am writing to you in regards to the conversation we had about the Notice of Violation for The Town of Pittsboro's
NPDES WW Permit for the month of December 2018.
We were noncompliant on Monthly Flow for the month of December 2018. Our monthly average limit is 0.750mgd. Our
monthly average flow for this month was .832419mgd.
This was due to high flows coming into our plant from 11.80 inches of rain for the month of December, that we recorded
at the plant in Pittsboro.
We also had a nickel reading of 63.5 on the 26th that was in excess of our weekly average limit of 25, but not the daily
limit of 261. 1 asked the Laboratory that does our testing to run another test for nickel from that date. The result of the
reanalysis has determined that the original result may have been high biased due to possible carry-over from the sample
analyzed immediately prior to our sample. Both results are included in the pdf above labeled 12.26.18#2 Lab Tests.pdf.
I also included the revised DMR for the month of December 2018 that reflects the updated Nickel reading for the 261"
that I received from the lab.

Again, I would like to apologize for the discrepancy in my handling of the notice of violation. I was assuming that the
revised DMR and supporting documentation that I sent in would mitigate any need for further response. 1 did not realize
the time lag from when I mail things in, to the moment you are actually able to lay hands on them. I will not make that
mistake again on any Notice of Violation that l receive going forward in the future. I understand that there will be some
meetings concerning this NOV, and how to handle it going forward, between you and your peers. Please relay my
humblest apologies.

This report is an amendment to the original report dated 09 January 2019 for this work order. This report was revised, at the
client's request, to verify the reported concentration of Nickel.
Environmental Conservation Laboratories, Inc. (ENCO) analyzed all submitted samples in accordance with the methods
referenced in the laboratory report. Any particular difficulties encountered during sample handling by ENCO are discussed in
the QC Remarks section below.

At the client's request, the sample was reprepped and reanalyzed for Nickel. The result of the reanalysis is ND. and it was
determined that the original result may have been high biased due to possible carry-over from the sample analyzed

We had one nickel reading of 63.5 on the 26th that was in excess of our weekly a%cra a limit of 25. 1 have had the test ran again and the ncu- result for nickel is <2 20 [have
included documentation from our lab supporting this reading.
