On May 29, 2019, Cheng Zhang of the Raleigh Regional Office (RRO) Division of Water
Resources conducted a Compliance Evaluation Inspection of the subject facility. The assistance
and cooperation of Mr. Payton Proctor, Operator in Responsible Charge (ORC), Mr. Colt
Proctor, backup ORC, and Mr. Alex Fuller, Assistant Utilities Director, were very helpful and
appreciated. A checklist of items is enclosed with this letter. During the inspection the following
items were noted:
1.) Permit was renewed on November 21, 2017 and became effective on June 1, 2018. Franklin
County collection system is Class 2 collection system (CS-2). It has approximately 34.04
miles of gravity sewer and 31.81 miles of force main, and 27 pump stations.
2.) Franklin County had developed and implementing a Capital Improvement Plan (CIP) for the
collection system. The plan covers a period to from 2018 to 2024. The plan lacks the
following components required by the permit: goal statement, description of project
areas, description of existing facilities, and known deficiencies. Please add these items in
the CIP.
3.) The County is developing a GIS based collection system map, which includes all items
required in the permit, except approximate pipe age and pump station capacities.
4.) The facility has a grease educational program. Grease educational materials are sent to all
customers with bills twice a year. County staff also inspect about 38 grease trap/interceptors
from non-residential users.

5.) Twenty-one pump stations are equipped with SCADA; other pump stations have simple
telemetry. The County is planning to rehab and upgrade the six pump stations in Franklinton
_.—.--•-in-the�near future. Pump stations are inspected by staff based at the Wastewater Treatment
Plant. Five pump stations were visited during the inspection (Novo, Youngsville,
Franklinton, Korea Street, and Hunter Place). At the time of inspection, Hunter Place pump
station was being bypassed with two diesel powered pumps from the wet well to the force
main via bypass valve. The bypass started on August 8, 2018 and ended on June 17, 2019,
due to the fact that a replacement pump and a check valve were not available.
6.) Three aerial lines were observed during the inspection and found in good condition.
7.) A review of records and logbooks indicate the following;
a. Records are maintained adequately for sewer line maintenance and cleaning,
about 72811 feet of gravity sewer lines were cleaned in 2018.
b. High priority lines were inspected and easement was maintained as required by
the permit.
c. There have been ten reportable Sanitary Sewer Overflows (SSOs) since the last
inspection, press releases were issued and kept in record for spill with more than
I000 gallons reached surface waters.
8.) The City's Response Action Plan for SSO was updated in May 2019 and found adeqaute.
