We met with Bob Barr, Danielle Hunter (ORC), and Craig Galloway (Grounds Manager) during the inspection. The tertiary filters are in the process of being repaired. The effluent sampling is now flow proportional. The composite samples are still being drawn from the chlorine contact chamber, but they are planning to move the sampling location to a wet well that is beyond all treatment units. The airlift pumps in the EQ basin are set to be replaced by submersible pumps. The clarifiers seemed to be functioning better. There was less pin floc coming over the weirs and the effluent appeared much clearer for one of the two clarifiers. ------------------------------------------------------------------------ On 6/25/2019 Bev Price and I conducted an additional follow up inspection with Bob Barr and Danielle Hunter. The compliance issues from the 5/30/2019 inspection have been resolved. The tertiary filters are now online, fully functional, and have a modified and improved backwash mechanism. The EQ basin pumps have been replaced with submersible pumps which are keeping the basin at lower level, allowing for greater moderation of flow at the facility. Does the facility analyze process control parameters, for ex: MLSS, MCRT, Settleable Solids, pH, DO, Sludge Judge, and other that are applicable? Comment: Equalization Basins Yes No NA NE Is the basin aerated? Is the basin free of bypass lines or structures to the natural environment? Is the basin free of excessive grease? Are all pumps present? Are all pumps operable? Are float controls operable? Are audible and visual alarms operable? # Is basin size/volume adequate? New basin pumps have been purchased and just need to be installed. The new pumps are submersibles rather than airlift pumps. Mr. Barr said that the EQ basin has had to be kept at a high level because the airlift pumps are not capable of pumping for the needed lift. *6/25/2019: The new submersible pumps have been installed and are keeping the EQ basin at a lower level. Comment: Secondary Clarifier Yes No NA NE Is the clarifier free of black and odorous wastewater? Is the site free of excessive buildup of solids in center well of circular clarifier? Are weirs level? Is the site free of weir blockage? Is the site free of evidence of short-circuiting? Is scum removal adequate? Is the site free of excessive floating sludge? Is the drive unit operational? Is the return rate acceptable (low turbulence)? Is the overflow clear of excessive solids/pin floc? Is the sludge blanket level acceptable? (Approximately ¼ of the sidewall depth) One of the clarifiers appeared to be clearer than during my previous inspection. The other clarifier was still murky with some pin floc coming over the weirs. Is the filter surface free of clogging? Is the filter free of growth? Is the air scour operational? Is the scouring acceptable? Is the clear well free of excessive solids and filter media? The tertiary filters are in the process of being repaired. Mr. Barr is having the air scour repositioned to completely below the media rather in the middle of it, so the air scour will clean the entire media. *6/25/2019: The tertiary filters are now online and fully functional. Comment: Effluent Sampling Yes No NA NE Is composite sampling flow proportional? Is sample collected below all treatment units? Is proper volume collected? Is the tubing clean? # Is proper temperature set for sample storage (kept at less than or equal to 6.0 degrees Celsius)? Is the facility sampling performed as required by the permit (frequency, sampling type representative)? Flow proportional composite sampling is now taking place at the facility.
