Thank you so much for getting in touch. The Raleigh Regional Office should be alerted so they can investigate; I've
copied both DEMLR and DWR supervisors.
Bill, please advise on RRO's DEMLR response. I am not sure if Thad is able to go out in the field for something like this
right now, but if not, we need another RRO staff person to assist.
Karen, I'm looping you in as well because there are stream impacts, and we will likely need DWR coordination with
investigation and/or compliance/enforcement actions.

Good afternoon! Hope you are doing well.
We have a situation in Morrisville in which Thomas Concrete has been involved in an Illicit Discharge
and it is impacting the stream behind the property. It was discovered today at approximately 11 AM
while doing routine dry weather monitoring of outfalls. Their permit number is NCG140266. We
have spoken with the Plant Manager, Donte Hargorve(Donte.Hargrove(@thomasconcrete.com) and
informed him the Town will be issuing a NOV to the Property Owner. We also informed him that
since the discharge is impacting the stream that the State will be informed and may also issue
consequences.
There is nothing currently flowing into the stream and the discharge seems to be active only during
rain events and when they slop out the catchment basins. Are you the person we are to report this to?
I have attached a couple of photos of the discharge leading from the outfall and of the stream. Please
let me know or direct me to the appropriate individual.
