Distribution of Class A Residuals — Permit Renewal State-wide Distribution Permit No. WQ0037094 Additional Information Request dated May 23, 2019 Willcox & Mabe Soil Solutions, PLLC Project No. 15-07 Dear Mr. Saunders: Willcox & Mabe Soil Solutions, PLLC (WMSS) is submitting the enclosed Additional Information Response for the referenced permit renewal application for Howard Fertilizer Company, Inc., Distribution of Class A Residuals. Please accept this letter and the attachments as response to the referenced items within the Additional Information Request from the North Carolina Department of Environmental Quality (NCDEQ) — Division of Water Resources (DWR), Non -Discharge Permitting Unit (NDPU) dated May 23, 2019. WMSS is providing response to the following items with the request and response given below: Question: • A.1 - The toxicity characteristic leaching procedure (TCLP) analysis submitted is missing four parameters needed to demonstrate that residuals are non -hazardous under RCRA. Hexachloroethane and 2,4,5-Trichlorophenol results were not provided in the supporting documentation. Endrin and Heptachlor parameters also had laboratory non -detect values that are higher than the TCLP limits, meaning that the results can't be verified to be under those limits. Submit documentation from a verified lab that demonstrate that these four parameters are below their TCLP limits. Response: • An updated TCLP analysis is attached which documents that all parameters for TCLP are in compliance. Question: • A.2. - The nutrient determination results submitted do not include a value for aluminum. Submit documentation from a verified lab to determine the aluminum concentration. Question: • B.1 - Please include a short narrative detailing how the finished product shall be delivered to North Carolina. Response: • Four separate blended products are generated by Howard Fertilizer and are bagged into 50 pound plastic bags and then transported by tractor -trailer and sold at locations within North Carolina (ie: Ace Hardware Stores, etc.). Question: • B.2 - Section I. and II. of the submitted O&M plan do not completely cover the requirements of an O&M plan required by 15A NCAC 02T .1110(a) regarding the operation of the program, equipment involved (other than the concrete storage bins), and maintenance schedules. According to 15A NCAC 02T .1110(a)(1)-(2), the O&M plan shall describe the operation of the program and equipment in sufficient detail to show what operations are necessary for the program to function and by whom the functions are to be conducted, and anticipated maintenance of the facilities that are associated with the program. Please submit a revised O&M plan that satisfies these rule requirements. Response: • Revised / Updated O&M Plan is attached. Question: • The O&M Plan submitted in the application reference a Spill Control Plan, a Spill Prevention Plan, and a Spill Control, Containment and Cleanup Plan. Each of these documents are said to be attached but they appear to be missing. Submit these documents for review. Please keep in mind that these documents should fulfill the requirements listed in 115A NCAC 02T .I I00(a)(4) and should include provisions for spills that occur during transportation. Response: • A Spill Control Plan, Spill Prevention Plan, and Spill Control, Containment and Cleanup Plan is attached within the Revised / Updated O&M Plan. Question: • Please provide a site map of the fertilizer generating facility owned by Howard Fertilizer Company, Inc. This map should include the location's address as well as parcel boundaries and the location of the residuals storage/treatment facilities. Response: 9 Site Maps attached. Operational Functions Howard Fertilizer Class A Residuals Description and Overview The Howard Fertilizer Class A Residual is a blended product which includes part Class A pelletized heat dried biosolids from the South Cross Bayou WRF Pelletizing Facility in St. Petersburg Florida and part fertilizer product from Howard Fertilizer. The Class A Pelletizing Facility is managed by Synagro Technologies and is operated in compliance with Florida Department of Environmental Protection Permit No. FL0040436 (Major). The following language is specific to the referenced Permit: "The existing biosolids treatment system consists of. two sludge thickening centrifuges, two anaerobic digesters of 800,000 gallons capacity each, with a methane gas storage system, consisting of gas/sludge storage tank with floating cover and associated piping and appurtenances; three rotary drum thickeners, an multiple sludge storage tanks, storing primary and waste activated, and thickened sludge, of 3,281,000 gallons total capacity. Supernatant/centrate is returned to the head of the South train through drainage lift station # 1. De -watered unstabilized biosolids may be transported to a permitted Biosolids Management Facility for further treatment. The facility also consists of the operation of a biosolids pelletizing facility with a permitted capacity of 11,000 dry tons per year (DTY). The system consists of. a cake unloading facility; a wet storage bin; a gas fueled furnace (using either natural or digester gas); a rotary drum dryer, a mixer, a recycle bin, a pre separator and poly - cyclone; a sub cooler and venture scrubber; a vibrating screen and crusher; an induced draft fan; a regenerative thermal oxidizer; a pellet cooler heat exchanger; two 60 ton product storage silos; a truck loading facility; a fugitive dust system baghouse, building odor control and 750 KW backup generator for emergency power supply. The operation is fully automated using PLC and PC -based interface applications for monitoring and control. Biosolids processed in the pelletizer may be disposed of by means of marketing and distribution. The pelletizing facility at the South Cross Bayou facility is designated as an 11,000 DTY Biosolids Treatment Facility and may accept unstabilized sludges form other Pinellas County wastewater treatment facilities for treatment." This product is bagged into 50 pound plastic bags and sold. The Howard Fertilizer Class A Residual contains varying values of Nitrogen, Phosphorus and Potassium. Four separate blends will comprise of the following Nitrogen -Phosphorus -Potassium ratios: (4-6-4), (5-10- 6), (7-5-6), (16-5-5). Tires, brakes, lights, and turn signals will be inspected for proper working order. Each truck will be equipped with safety flares and appropriate signs to be used in the event of a breakdown. Any deficiencies observed during the safety inspections will result in the vehicle being removed from service and the responsible party for management of the Howard Fertilizer product will be notified so that these deficiencies can be corrected and documented. Routes leading from the storage point to the management of the Howard Fertilizer product sites will be inspected for road hazards. The road hazards will be documented and the drivers will be informed of the hazards. Alternate routes will be investigated and routes which minimize road hazards will be selected. Hazardous situations resulting from rush-hour traffic will be avoided during hauling. Drivers and management personnel associated with the hauling of Howard Fertilizer product will be instructed in the spill prevention plan and will be required to attend training sessions. Drivers will be trained in defensive driving techniques in order to minimize road hazards. A driver who observes a road hazard will be required to report the hazard to the field superintendent who, in turn, will warn other drivers. As part of the spill prevention plan, drivers will be required to inspect the safety equipment of their vehicles on a daily basis. Any deficiency in safety equipment will be noted for corrective action. Drivers will be trained in the procedures to be taken in the event of a spill that occurs during the hauling of Howard Fertilizer product. Howard Fertilizer Class A Residuals Permit No. W00037094 SPILL CONTROL, CONTAINMENT, AND CLEANUP PLAN Spills that occur during loading or unloading Howard Fertilizer product will occur at the generation point and the delivery sites, respectively. These spills will not involve an environmental hazard or an over the road hazard and, therefore, will be handled using the equipment that will be available at either site. Spills that occur over -the -road will be subject to the contingencies contained in the spill control, containment, and cleanup plan. The equipment used in the spill control, containment, and cleanup consists of the following: 1. Vacuum pump, pump truck or tanker truck. A vacuum truck, vacuum pump or tanker truck will be used to assist with clean up of Howard Fertilizer product spills. 2. Outside equipment if required The following personnel will be involved in the spill control, containment, and cleanup. 1. The responsible party for management of the Howard Fertilizer product will respond to the spill site and make an assessment of the spill and determine the containment procedures to be initiated and the equipment to be used to clean up the spill. 2. The responsible party for management of the Howard Fertilizer product will be responsible for the direction of the cleanup team. In the event of a spill, the driver of the truck or application vehicle, if he has not sustained a debilitating injury, will call the responsible party for management of the Howard Fertilizer product and report the spill. The responsible party for management of the Howard Fertilizer product will notify the appropriate authorities and will also notify the appropriate DWQ Regional Office. The driver will set up safety flares and signs to warn motorists of the hazard. The responsible party for management of the Howard Fertilizer product will mobilize the necessary equipment and personnel to the site, and will initiate the containment procedures. When the cleanup team arrives at the site, the site will be cleaned up according to the contingency plan. Howard Fertilizer product cleaned up from the site will be transported to the management of the Howard Fertilizer product sites where it will be managed in accordance with the permit.
