We are proposing the following changes:
It has been proposed that six samples (3 in the eastern half of the pond and 3 in the western half of the pond) will be
collected from soft sediment/sludge at the bottom of the pond and six samples (3 in the eastern half of the pond and 3
in the western half of the pond) will be collected from the underlying soils. Two composite samples and a duplicate
sample will be created from for the sediment/sludge samples and two composted samples and a duplicate sample will
be created for the underlying soil samples.
Based on a history of non-compliance at the subject site, all composite sediment/soil samples will be analyzed for fecal
coliform bacteria, arsenic, cadmium, chromium, copper, lead, mercury, molybdenum, nickel, selenium, zinc, total
Kjeldahl nitrogen, nitrate/nitrite, ammonia nitrogen, phosphorous, sodium, calcium, magnesium, percent total solids,
and pH.
Two surface water samples will also be collected from the pond. One sample will be collected from within the eastern
half and one sample will be collected from within the western half. The samples will be collected from mid -depth within
the pond. Water will be pumped through a flow -through cell and pH, specific conductivity, dissolved oxygen, oxidation-
reduction potential (ORP), turbidity, and temperature will be measured and recorded. Pumping will continue until these
parameters stabilize
Based on a history of non-compliance at the subject site, all water samples will be analyzed for fecal coliform bacteria,
arsenic, cadmium, chromium, copper, lead, mercury, molybdenum, nickel, selenium, zinc, total Kjeldahl nitrogen,
nitrate/nitrite, ammonia nitrogen, phosphorous, residual chlorine, BOD, and TSS.
I don't know if the permittee has contacted Aubrey Deaver (WQ0015929 Conjunctive Reclaimed Permit - generator) but
I think they should as this is the only receiver site for the generator. Permit WQ0015929 is also up for renewal and
expires 9/30/2018 so this would be good timing. High Vista would need to have access to the WWTP anyway to ensure
that pipes are capped to prevent any flow to the irrigation pond.
FYI- you mention in your narrative that the permit (WQ0036701) was rescinded. They did make their request for
rescission in March but we would not rescind until the pond has been properly closed out.
I know the sampling requirements are more than what we originally thought. There has been very little effluent sent to
the irrigation pond in the last 5 years but prior to A&D Water Service acquiring the NPDES permit, there were a lot of
limit violations and the majority of that effluent went to the pond. Both Brett and I will be in the office today if you want
to discuss.

Dear Mr. Lowder,
Thank you for contacting Anchor QEA of North Carolina, PLLC (Anchor QEA) and for the opportunity to provide
services related to the conversion of a reclaimed water spray irrigation holding pond located on the High Vista Golf
Course (the Site). This letter describes Anchor QEA's proposed scope of services, schedule, and estimated costs for
developing, obtaining approval for, and implementing a Conversion Plan at the Site.
Background
During a phone call with Anchor QEA on June 21, 2018, you explained that the sanitary wastewater generated by
High Vista Falls and the High Vista Golf Club (High Vista Community) is collected and conveyed to a wastewater
treatment system located off of Creasman Hill Road east of Highway 191 and the High Vista Community. The
45,000-gallon-per-day wastewater treatment system is owned and operated by A&D Water Service, Inc. (A&D) and
A&D has a National Pollutant Discharge Elimination System (NPDES) permit (number NC0089095) to discharge
treated effluent to Line Creek.
In addition to the NPDES permit, historically, the High Vista Community had a non -discharge permit (number
WQ0036701) from the North Carolina Department of Environmental Quality (DEQ) Division of Water Resources
(DWR) to use the treated effluent (reclaimed water) to fill an approximately 2 million -gallon, 0.75-acre holding pond,
which was used to irrigate the golf course. The permit was owned by High Vista Finance, LLC and was rescinded in
March 2018. Vesta Property Services, Inc. (Vesta), which manages the High Vista Community, needs assistance with
converting the wastewater holding pond into a non -wastewater pond.
With Vesta's permission, Anchor QEA contacted Ms. Bev Price with the DWR in the Asheville Regional Office to
determine project -specific requirements. Ms. Price stated that a Conversion Plan must be submitted to the DWR and
approved in advance of implementation. Although a formal Conversion Plan is required, Anchor QEA received verbal
approval from Ms. Price for the scope of services for implementation of the Conversion Plan as described herein.
SCOPE OF SERVICES
Task 7: Prepare and Submit a Conversion Plan
Anchor QEA will develop a Conversion Plan, in accordance with the July 2007 North Carolina Department of
Environment and Natural Resources (which is now the DEQ) Guidelines for the Closure of Treatment Ponds and
Lagoons. The Conversion Plan will include the procedures and methods for the following tasks:
• An assessment for the presence of sediment in the pond
• The collection of water samples for analysis
• The collection of sediment/soil samples for laboratory analysis
• The decommissioning of all inflow and outflow wastewater piping
The draft Conversion Plan will be provided to Vesta to review. Following incorporation of comments and edits from
Vesta, Anchor QEA will submit the Conversion Plan to the DWR. Anchor QEA will implement the Conversion Plan
following approval of the Conversion Plan by the DWR.
Task 2: Prepare a Site -Specific Health and Safety Plan
Prior to performing field activities, a Site -specific Health and Safety Plan (HASP) will be completed. Anchor QEA staff
will participate in an initial thorough discussion of the HASP prior to beginning work at the Site. In addition, health
and safety "tailgate" meetings will be held at the beginning of each field -work day. The HASP will be used in the
field to identify and mitigate Site hazards.
Task 3: Complete a Limited Underground Utility Location
Prior to engaging in intrusive activities, Anchor QEA will contact the North Carolina One -Call Center to identify
public utilities at the Site. Additionally, to identify the location of the buried inflow and outflow wastewater piping,
Anchor QEA will subcontract with a private utility locator to use ground -penetrating radar (GPR) and/or similar
geophysical techniques to locate the piping.
Task 4: Determine if Sediment is Present
Although Anchor QEA suspects that no sediment will be present in the pond given that it has historically been filled
with reclaimed water (water treated with tertiary wastewater treatment techniques), Anchor QEA will gauge the
bottom of the pond to determine if sediment is present. The presence of soft sediment will be determined by
manually pushing a 15-foot, 0.75-inch diameter clear PVC pipe with a flap foot valve to the bottom of the pond. The
presence of soft sediment will be determined based upon the resistance encountered during probing and an
inspection of the liquid level inside the pipe. If soft sediments are present, some resistance to probing will be
encountered and, as the pipe is advanced, the liquid level within the pipe will drop relative to the water level outside
the pipe. Anchor QEA will record the difference between the water depth within the pipe to the pond water surface.
Anchor QEA will measure for the presence of soft sediment from the pipe entrance into the pond every 20 feet in -
line with the direction of discharge (about five locations). If soft sediments are determined to be present, additional
measurements will be collected along transects perpendicular to the direction of discharge from the pipe entrance
into the pond. Measurement locations will be recorded using a handheld GPS device or based on Site features. This
work will be performed by two Anchor QEA personnel in a 14-foot-long aluminum boat with trolling motor.
Task 5: Collect Pond Sediment/Soil Samples for Laboratory Analysis
Sediment samples will only be collected if soft sediment is determined to be present. If present, soft sediment
samples will be collected from six locations (3 in the eastern half of the pond and 3 in the western half of the pond)
using a bottom dredge sampler. The samples collected from the eastern and western halves will be composited into
two samples. For quality assurance purposes, a duplicate sample will be submitted to the laboratory from one of the
composite samples.
Soil samples will be collected and composited from six locations (3 in the eastern half of the pond and 3 in the
western half of the pond). The samples will be collected using a piston core sampler or a slide hammer -driven soil
recovery probe.
The soil and, if applicable, sediment samples will be transferred to laboratory -supplied sample containers and placed
in a cooler on ice. The sample cooler will be delivered to a North Carolina -certified laboratory under chain -of -
custody protocol. Anchor QEA will request the samples be analyzed to determine that the material meets Class A
pathogen reduction requirements in accordance with Title 15A Subchapter 02T .1106(b)(2) of the North Carolina
Administrative Code. To meet the requirements, the density of fecal coliform must be less than 1,000 Most Probable
Number per gram of total solids (i.e., dry weight basis) in the samples.
If the samples do not meet the Class A pathogen reduction requirements, further analysis will be required and will
include analysis for arsenic, cadmium, chromium, copper, lead, mercury, molybdenum, nickel, selenium, zinc, total
Kjeldahl nitrogen, nitrate/nitrite, ammonia nitrogen, phosphorous, sodium, calcium, magnesium, percent total solids,
and pH. Anchor QEA will collect samples for these additional analyses, but will submit these samples to the
laboratory on a separate chain -of -custody and place "on hold" those samples that can be held by the laboratory
pending the results of the fecal coliform analyses. With the exception of pH, which is analyzed in the field, the hold
times for the metals and other inorganics is 180 days and the hold times for total Kjeldahl nitrogen, nitrate/nitrite,
ammonia nitrogen, and phosphorous is 28 days.
Task 6: Collect Surface Water Samples for Laboratory Analysis
Two surface water samples will also be collected from the pond. One sample will be collected from within the
eastern half and one sample will be collected from within the western half. The samples will be collected from
mid -depth within the pond using a peristaltic pump and a weighted section of polyethylene tubing inserted into the
water and lowered into the pond. Water will be pumped through a flow -through cell and pH, specific conductivity,
dissolved oxygen, oxidation-reduction potential (ORP), turbidity, and temperature will be measured and recorded.
Pumping will continue until these parameters stabilize (typically three successive readings in which the readings do not
vary more than the following: pH ± 0.1 unit; specific conductivity ± 3 percent; temperature, dissolved oxygen, and
turbidity ± 10%; and ORP ± 10 millivolts). Anchor QEA will record the stabilized readings. Anchor QEA is a North
Carolina -certified field parameter laboratory. For quality assurance purposes, a duplicate sample will be analyzed
from one of the water samples.
The water samples will be transferred to laboratory -supplied sample containers and placed in a cooler on ice. The
sample cooler will be delivered to a North Carolina -certified laboratory under chain -of -custody protocol.
Anchor QEA will request the samples be analyzed for fecal coliform bacteria, residual chlorine, total nitrogen,
biochemical oxygen demand, and total suspended solids.
Task T Coordinate Decommissioning of Piping
After the location of the buried inflow and outflow wastewater piping is identified by the subcontract private utility
locator, Anchor QEA will coordinate with Vesta and the civil engineer (WGLA) to have the piping decommissioned.
To decommission the pipe, it must either be removed or plugged with cement grout.
Task 8: Prepare and Submit a Final Report
The draft Final Report will be provided to Vesta to review. Following incorporation of comments and edits from
Vesta, Anchor QEA will prepare and submit a Final Report to the DWR. The report will include field observations,
sample analytical results, and final certifications. Anchor QEA anticipates that the no soft sediment will be present, or
if present, the soft sediment may be left in place. Anchor QEA also anticipates that the DWR will approve the
conversion of the pond to a non -wastewater pond without the disposal of any water.
Task 9: Manage Project
Anchor QEA will perform general project management activities, including project scoping, budget tracking, and
providing periodic updates to Vesta, and coordinating with Site contacts, our subcontractors, WGLA, and the DEQ
DWR, as necessary, to accomplish the scope of services described herein.
SCHEDULE
The field work will be divided into 2 days, as follows:
• Day 1 — Perform the private utility locate, collect the water quality samples, and determine if sediment is
present. The work will involve a subcontractor with GPR and other geophysical equipment to locate inflow
and outflow piping and two Anchor QEA personnel collecting water samples in the pond from a boat with a
trolling motor.
• Day 2 — Perform soft sediment sample collection, if present, and soil sample collection. Two Anchor QEA
personnel will perform soft sediment and soil sample collection from a boat with a trolling motor. Retrieved
samples will be processed and composited by a third Anchor QEA employee (geologist) who will be set up on
the pond's shore in a sample processing area.
Anchor QEA can initiate work within one week of receiving written notice to proceed. Anchor QEA is not aware of a
DWR deadline for the Conversion Plan submittal at this time; however, Anchor QEA will confer with DWR to ensure
that DWR's expectations are being met. Anchor QEA expects to begin sampling within approximately two weeks of
approval from the DWR of the Conversion Plan. After sampling is performed, laboratory analysis will take
approximately two weeks. If the samples placed on hold are analyzed, analyses will take another two weeks (four
weeks total). Anchor QEA will submit the draft Final Report to Vesta within approximately two weeks of receipt of the
laboratory data. The Final Report will be submitted to the DWR following approval by Vesta of the draft version.
ESTIMATED COSTS
Based upon the described scope of services, specific elements associated with each task, the assumptions listed
below, and Anchor QEA's experience on other projects of a similar nature, Anchor QEA estimates costs to be as
follows:
Anchor QEA invoices on the basis of actual time and expenses incurred. If the actual time and expenses required to
complete the tasks are less than anticipated, the invoiced amount will be less than estimated. If additional time or
expenses are required, then Anchor QEA will notify you as the changes are recognized.
Completion of this project in accordance with the estimated costs and schedule is based on the foregoing
descriptions and the following assumptions:
• As described in Task 5, if the samples do not meet the Class A pathogen reduction requirements, additional
analyses will be required. The laboratory fees, not included in the estimated costs for those additional
analyses that can be placed on hold are $xx.
• As described in Task 4, Anchor QEA suspects that soft sediment is not present in the pond. Therefore, the
analysis of only soil and water, not sediment samples, are included in the estimated cost. If sediment samples
are analyzed the additional cost would be $xx.
• If the sample analytical results do not allow us to conclude that the pond can be converted without the
removal and disposal of soft sediment and water, Anchor QEA will work with Vesta and WGLA on a plan to
determine the volume of material (water and soft sediment) requiring disposal, potential options for disposal
locations, and any issues that may arise with sediment and water handling and disposal. The preparation and
implementation of that plan are not included in the estimated costs.
• Anchor QEA will be provided access to all necessary portions of the property on an agreed -upon date
without delay.
• Modeling or numerical calculations to demonstrate that leaving the water and soft sediments, if present, in
place will not be required for the DWR to approve the conversion of the pond to a non -wastewater pond.
• Only one round of comment and response exchange will occur during coordination efforts with Vesta and the
DWR.

The Influent Line to the High Vista Pond has been abandoned in place. It turns out the line was 6-inch diameter PVC
instead of 3-inch. Regardless, it has been capped on the pond side and plugged with concrete on the wastewater
treatment side. While out there, we collected two additional surface water samples in the pond for analysis of fecal
coliform (as I mentioned on our call, the previous results were somewhat elevated, but had been taken not long after a
hard rainstorm). I will include details in our report.
When I spoke with Mr Deaver (both Jr and Sr.) I told them we were planning to abandon the line. They had told me that
it was disconnected at the Plant already, so am assuming they have been sufficiently notified of this change.

Influent Line Decommissioning — High Vista Community Spray Irrigation Pond
The influent line is a 3-inch diameter PVC pipe located on the eastern bank of the pond at a depth of approximately 3
feet below land surface. The line is not accessible by mechanical equipment so abandonment will be performed by hand
as follows:
• Excavate soil around the pipe until an approximately 1-foot section is exposed on all sides
• Cut the pipe with a saw completely in two locations approximately 1-foot apart
o Because this section of the pipe is below the lake level (approximately 1.5-2 feet below), water is
expected to enter the excavation during cutting.
• After the pipe is cut, insert a 3-inch diameter expandable plug into the section of line leading to the pond
• Bail water from the excavation. Spread water onsite to prevent soil/sediment laden water from entering the
pond
• Once bailed, hand mix concrete to a flowable slurry consistency and gravity feed into pipe section leading to
wastewater treatment plant.
• Repeat until concrete mixture no longer flows into pipe and begins to fill excavation.
• Fill excavation to a depth of at least 6-inches above the top of the pipe. Approximately 250 pounds of concrete
mix is expected to be used.
• Backfill excavation with soil
• Finish with topsoil and grass seed.

I wanted to check in and give you an update. We found the influent line this morning! It showed up well using the
ground penetrating radar and was not as difficult to locate as I suspected it might be when we spoke the other day. It
appears to be a 3-inch diameter PVC line that enters the pond approximately 20-30 feet further north than is shown in
the plans.
I will work with the property owner to develop a plan for plugging the line. Would you like me to email a quick summary
of the proposed steps when we have it worked out?
Regarding sampling, we performed the surface water and sediment/soil sampling earlier this week and should have that
data in the next couple weeks.

Thanks for submitting the High Vista Pond Conversion Plan. We have reviewed the Plan and do not have any issues with
the proposal. I would like to clarify one statement in Section 1.1 Background, paragraph 2. The WWTP permit was
originally issued in 1999. The pond would have received wastewater from the WWTP until about April 2012 when an
NPDES permit was issued. I believe the last time any wastewater was sent to the pond was Oct/Nov 2013.
Once we review the final report, if everything is ok, we can issue the letter of rescission. Let me know if you have any
questions.

The closed influent line is not visible. It is currently filled and covered by concrete followed by a few feet of soil.
The attached picture shows a section of the abandoned line that we cut out before attaching the fercoe coupler with
endcap to the pond side of the line. The excavation was filled with water during abandonment, so I was not able to take
photos of the in -place abandoned line.
