1 Introduction
Headwater Environmental, Inc. (Headwater), on behalf of Vesta Property Services, Inc. (Vesta),
prepared this Pond Conversion Report for the conversion of a reclaimed water spray irrigation
holding pond located on the High Vista Golf Course (the Site) into a non-wastewater pond. The
Site pond location is shown on the attached Figure 1 and Figure 2.
Pond conversion activities were performed in general accordance with the Pond Conversion Plan
prepared by Headwater and dated February 8, 2019 and the North Carolina Department of
Environment and Natural Resources Guidelines for the Closure of Treatment Ponds and Lagoons,
dated June 22, 2012.
Pond conversion activities included:
Location and decommissioning of influent wastewater piping
Assessment for the presence of sediment in the pond
Collection of sediment/soil samples for laboratory analysis
Collection of water samples for analysis
A Site background and summary of conversion assessment methodology and results is described
herein.
1.1 Background
The sanitary wastewater generated by High Vista Falls and the High Vista Golf Club (High Vista
Community) is collected and conveyed to a wastewater treatment plant (WWTP) located on
Creasman Hill Road east of Highway 191 and the High Vista Community. The 45,000 gallon per
day wastewater treatment system is owned and operated by A&D Water Service, Inc. (A&D) and
A&D has a National Pollutant Discharge Elimination System (NPDES) permit (number
NC0089095) to discharge treated effluent to Line Creek. The NPDES permit was issued in April
2012. However, the permit to operate the WWTP was issued in 1999.
In addition to the NPDES permit, the High Vista Community has a non-discharge permit (number
WQ0036701) from the North Carolina Department of Environmental Quality (DEQ) Division of
Water Resources (DWR) to use the treated effluent (reclaimed water) to fill the Site pond, an
approximately 2 million-gallon, 0.75 acre holding pond, which was historically used to irrigate the
golf course. Based on the time period that the WWTP and associated NPDES permits were
issued, as well as information provided by DEQ, the pond likely last received wastewater in late
2013. Note that the Site pond is also fed by a stream, which prevents drawdown of the pond level
despite the lack of recent wastewater influent.
The non-discharge permit is owned by High Vista Finance, LLC (High Vista Finance). In March
2018, on behalf of High Vista Finance, Vesta Property Services, Inc. (Vesta), which manages the

High Vista Community, requested the DEQ rescind the permit. In order to complete permit
recession, conversion of the Site pond into a non-wastewater pond must be completed.
The Pond Conversion Plan, which outlines planned conversion activities, was approved by DEQ
in an email sent on February 15, 2019 (Headwater 2019).

2 Pond Conversion Assessment Activities
Conversion assessment activities included:
Locating wastewater piping and interviewing the current wastewater treatment
operator followed by decommissioning of wastewater influent piping (see Section 4
for piping abandonment activities)
Assessment for the presence of sediment in the pond
Collection of water samples for analysis
Collection of sediment/soil samples for laboratory analysis
A map showing sample locations and the location of influent piping is included as Figure 2.
Soil/sediment and surface water sampling results are described in Section 3.
2.1 Evaluation and Location of Wastewater Piping
Headwater contacted Mr. Aubrey Deaver, Jr and Mr. Aubrey Deaver, Sr., current and former
operators, respectively, for A&D. Mr. Deaver, Jr. stated that the wastewater influent piping had
been disconnected from the pump formerly used to pump wastewater to the pond at the WWTP.
He stated that the piping could not be visually observed because it was located at the bottom of
a manhole vault that is filled with water. Mr. Deaver Sr. confirmed that the wastewater piping for
the pond had been disconnected at the WWTP. Mr. Deaver Sr. also stated that he recalled the
influent piping to the pond being constructed of 3-inch diameter polyvinyl chloride (PVC) that
entered the pond from the eastern side of the pond a few feet below the water surface. During
the interview, Mr. Adam Tripp with Headwater notified Mr. Deaver Sr. and Mr. Deaver Jr. that
following location of the wastewater piping at the pond, it would be abandoned in place by
plugging the piping and filling with grout.
Headwater subcontracted with Vaughn and Melton Consulting Engineers, a private utility locator,
to identify the location of the buried inflow wastewater piping to the pond. This investigation was
performed using ground-penetrating radar (GPR) on April 12, 2019. The GPR identified an
anomaly consistent with PVC piping buried at a depth of about 3 feet below ground surface (ft-
bgs). The anomaly was located on the eastern side of the pond (as shown on Figure 2) and was
oriented such that the piping was running east-west, where evaluated. Note that engineering
drawings for Site show the piping approximately in this location. However, the plans show the
piping turning to the south along the eastern bank of the pond. Headwater used a hand auger to
remove soil in the location of the anomaly and confirmed the presence of PVC piping in this
location.
2.2 Sediment Presence Evaluation
Headwater gauged the bottom of the pond on April 9, 2019 to evaluate for the presence of soft
sediment. Gauging was performed by advancing a 2-inch diameter piston core sampler from a
boat into sediment/soil in five probe locations (SP-1 to SP-5, see Figure 2 for locations). The

sediment/soil was then extracted from the core and observed and described by a Headwater
geologist. Probe locations were advanced at intervals of approximately 20 feet in-line with the
direction of discharge from the influent piping.
The water depth in the pond was generally 9 to 10 feet deep where measured, but shallower at
location SP-5 where the pond was measured to be 6 feet deep. Approximately one inch of a black,
micaceous silt with organics (leaf litter and plant debris) was measured in probe location SP-1.
Below the initial silt layer, soil/sediment was observed to be a grey, micaceous, silty sand to a
depth of approximately 10 inches below sediment surface where the probe met refusal.
Sediment/soil results in SP-2 to SP-5 were consistent with SP-1 except that the initial layer of
black, micaceous silt with organics increased in thickness moving from SP-1 to SP-5 where 2 to
3 inches of the initial black silt layer was observed. Note that soft sediment thickness may be
greater in location SP-4. Only limited recovery was observed in this location, despite the probe
penetrating to approximately 2 feet into soil/sediment during multiple attempts to advance the
probe, indicating that greater amounts of soft sediment may be present in the SP-4 location.
Based on the limited amount of soft sediment observed in each probe and because soft sediment
thickness increased moving away from the influent piping, indicating it was a result of other
processes such as stream influent and deposition of organic material (leaf litter, plant debris), soft
sediment was not separated from soil during sample collection. Rather, sediment and soil were
collected concurrently as described in Section 2.3
2.3 Soil/Sediment Sampling
Soil/sediment samples were collected on April 9, 2019 from six locations (three in the northeastern
half of the pond and three in the southwestern half of the pond) using a 2-inch diameter piston
core sediment sampler. The piston core sampler was advanced approximately 8 to 10 inches into
soil/sediment in each location. The samples collected from the northeastern and southwestern
halves were composited into two samples for laboratory analysis (SD-1 from the northeastern and
SD-2 from the southwestern half of the pond). A duplicate sample was also collected from SD-1.
Sediment samples were transferred to laboratory supplied sample containers and placed in a
cooler on ice. The sample cooler was delivered to Pace Analytical Services (Pace) in Asheville,
North Carolina, a North Carolina-certified laboratory, under chain-of-custody protocol. The
samples were analyzed for:
fecal coliform bacteria by Standard Method (SM) 9222D
arsenic, cadmium, chromium, copper, lead, mercury, molybdenum, nickel, selenium, zinc,
sodium, calcium, magnesium by Environmental Protection Agency (EPA) Method 6010C
and 7471A
total Kjeldahl nitrogen by EPA Method 351.2

2.4 Surface Water Sampling
On April 10, 2019, one surface water sample (SW-1A) was collected from the center of the pond.
The sample was collected from about 5 feet below pond surface (mid depth within the pond) using
a dedicated bailer. Field parameters of pH, specific conductivity, dissolved oxygen, oxidation-
reduction potential (ORP), turbidity, and temperature were measured and recorded using a YSI
556 water quality meter and Hach turbidity meter.
The water sample was transferred to laboratory supplied sample containers and placed in a cooler
on ice. The sample was delivered to the Pace, under chain-of-custody protocol for analysis of:
fecal coliform bacteria, arsenic, cadmium, chromium, copper, lead, mercury, molybdenum, nickel,
selenium, zinc, total Kjeldahl nitrogen, nitrate/nitrite, ammonia nitrogen, phosphorous, residual
chlorine, biochemical oxygen demand, and total suspended solids.

Note that 0.91 inches of rain were measured on April 9, 2019 at the Mills River 1.1 N, NC US
US1NCHN0054 weather station, located approximately 2 miles to the south of the Site (NOAA

2019). Surface water sampling performed recently after stormwater runoff occurs often results in
elevated fecal coliform concentrations.
In order to evaluate fecal coliform concentrations in the pond that are less likely to be affected by
surface water runoff, two additional surface water samples (SW-1A and SW-1B) were collected
on May 2, 2019 and analyzed for fecal coliform bacteria. Only trace amounts of rain were recorded
in the same weather station in the 4 days prior to the May 2, 2019 sampling event (NOAA 2019).
Surface water sample SW-1A was collected from the location where a stream flows into the pond
and SW-1B was collected from the location where water flows from the pond. Although field
parameters were not measured during the May 2, 2019 sampling event, the turbidity of the pond
appeared to be less than previous events.
These surface water samples were collected from a location on the pond bank by submerging a
clean glass container into the pond and transferring the sample to laboratory provided containers.
Note that two geese were observed in the pond during the May 2 surface water sampling. Surface
water sample locations are shown on Figure 2.

3 Sampling Results
Soil/sediment and surface water sampling results are summarized in Table 1 and 2, respectively.
Surface water field parameters are summarized in Table 3. The laboratory analytical reports are
included as Appendix A. A summary of results for each media is summarized in the following sub-
sections.
3.1 Sediment Sampling
None of the constituents sampled for were detected at a concentration above the DEQ Preliminary
Soil Remediation Goals (PSRGs) Residential Soil Standards except for phosphorous.
Phosphorus was detected above both the Residential and Industrial/Commercial PSRGs. Note
that the phosphorous PSRG is for white phosphorous. According to the Agency for Toxic
Substances and Disease Registry (ATSDR), white phosphorous is used to make fertilizer and
other chemicals and is used by the military in munitions. It does not occur naturally in the
environment because of its high reactivity with oxygen in air (ATSDR 1997). The analytical
method (EPA Method 6010B) used for this assessment measures total phosphorous, including
phosphorous that is in phosphorous compounds, which would not present the hazards that un-
reacted white phosphorous present. Although phosphorous compounds are a component of
wastewater, the PSRG for white phosphorous is likely not an appropriate comparison for the total
phosphorous measured in samples collected at the Site.
The concentration of phosphorous detected (502 milligrams per kilogram [mg/kg] in SD-1 and 717
mg/kg in SD-2) is slightly above the estimated arithmetic mean concentration of metals in soil and
other surficial material in the eastern United States of 360 mg/kg (Shacklette 1984). However, the
concentration of phosphorous detected at the Site was within the range (below detection limits to
6,800 mg/kg) of phosphorous concentrations in soil in the eastern United States (Shacklette
1984).
3.2 Surface Water Sampling
None of the constituents sampled for were detected at a concentration above the North Carolina
Administrative Code (NCAC) Title 15A, Chapter 2, Subchapter 2B (2B standard) surface water
standard except for fecal coliform in sample SW-1.
Fecal coliform was detected at a concentration of 600 coliform forming units per 100 milliliters
(CFU/100 mL), above the 2B standard of 200 CFU/100 mL in sample SW-1. The day before SW-1
was collected, a rain event of 0.91 inches occurred and likely resulted in surface water runoff to
the pond. The two additional samples (SW-1A and SW-1B), which were collected after a dry
period on May 2, 2019 did not contain fecal coliform concentrations in excess of the 2B Standard.

4 Abandonment of Wastewater Piping
Headwater decommissioned the influent piping on May 2, 2019. To decommission the piping,
Headwater hand excavated to a depth of approximately 2 to 3 inches below the influent piping,
which was a total depth of approximately 3.5 feet below ground surface. Note that the influent
piping was observed to be 6-inches in diameter instead of 3-inches as recalled by Mr. Deaver Sr.
After the piping was excavated and exposed, a 1-foot long section of the pipe was cut and
removed. A Fernco flexible coupling was attached to the section of piping the entered the pond.
A PVC end cap was attached to the other end of the coupling, effectively plugging the piping
leading to the pond. Approximately 280 pounds of cement was poured into the excavation,
plugging the piping leading to the WWTP.

5 Conclusions and Recommendations
All concentrations of constituents sampled for, except for phosphorus in soil and fecal coliform in
the initial surface water sample were below laboratory detection limits or applicable standards.
Although phosphorous was detected above PSRGs, the concentrations detected were within the
range of phosphorous concentrations in soil in the eastern United States (Shacklette 1984).
Further, other constituents typically associated with wastewater treatment residuals (ammonia,
nitrogen, fecal coliform, etc.) were not detected above laboratory reporting limits or PSRGs in
soil/sediment. As such, the concentrations of phosphorous detected may be associated with
factors not related to former treated wastewater influent.
Although the concentration of fecal coliform in the initial surface water sample (SW-1) was above
the 2B standard of 200 CFU/100 mL, this detection is likely associated with surface water runoff
from a large rain event that occurred a day before sampling. Subsequent surface water samples
(SW-1A and SW-1B) collected after a dry period did not contain fecal coliform at a concentration
above the 2B Standard. Further, elevated fecal coliform was not detected in soil/sediment
samples.
The influent piping from the WWTP to the pond has been effectively abandoned in place,
preventing any future discharge of treated wastewater to the pond.
Headwater does not recommend any additional assessment or remedial activities be performed
and requests that a letter of rescission be issued for High Vista Finance’s non-discharge permit
(Number WQ0036701).
